The aim of the framework agreement is to achieve competitive terms. The framework agreement will therefore ensure that the Norwegian Agency for Public and Financial Management [Direktoratet for forvaltning og økonomistyring (DFØ)] has access to purchase the necessary software licences and associated services to cover current and future needs at competitive and cost-effective prices at all times.

A framework agreement will be signed with one tenderer. Tenderers must be approved partners for the Atlassian portfolio and must be able to be DFØ's preferred partner. Tenderers must be able to manage licence orders within Atlassian's entire portfolio,
