this procedure concerns a draft framework agreement on the maintenance in operational condition (Mco) of generators and their servo systems on the metropolitan sites of the Ministry of the Armed Forces. This framework agreement is concluded for a period of one (1) year renewable three (3) times from the date of notification. It includes a minimum amount (80,000 euro Ht) and a maximum amount (500,000 euro Ht) fixed in value.

This framework agreement is a so-called "sensitive" contract within the meaning of paragraph 5.3.2 of the Interministerial General Instruction (IGI 1300) of 09 August 2021. In accordance with the current Interministerial General Instruction No. 1300 on the protection of national defence secrecy, persons must have either a SECRET clearance or a basic control to perform the services under this framework agreement.

for the MCO, the services requested are essentially third- and fourth-level technical actions as defined in standards nf x 60,000 and Nfx60-319, nf en 13306.

Exceptionally and at the request of the GAIA, the holder may be required to carry out maintenance interventions of first and second levels.

- systematic preventive maintenance;

- conditional preventive maintenance;

- the supply of materials, spare parts and ingredients necessary for the performance of the services;

- the duty to advise;

- technical assistance and expertise;

- improvements and engineering studies at the request of the Gaia;

- the provision of a detailed report after each intervention;

- the instruction of the site's operation and maintenance staff during each systematic preventive maintenance and at the end of any modification of the facilities related to the service of the holder;

- the provision of updates to the documentation of any modification of the facilities related to the service of the holder;

- the provision of the quality plan.

- Participation in the development of the prevention plan;

- Immediate and deferred curative corrective maintenance;

- Improvements and engineering studies at the request of GAIA;

- The provision of a detailed report after each intervention;

- Any improvements to the equipment (treatment of possible obsolescence);

- Technical assistance (technical assistance engineering with the representative of the delegated contracting authority);

- The provision of updates to the documentation of any modifications to the facilities related to the service of the holder;

- The provision of the quality plan.

The list of sites on which the MCO must be insured is likely to evolve during the period of validity of the framework agreement
