FinnHEMS Lentoservices Oy (hereinafter also referred to as “FinnHEMS”, “Subscriber” or “Customer”) shall request an offer in accordance with this Invitation to Tender and its Annexes for the sale and delivery of jet fuel to the distribution tanks at its disposal.

FinnHEMS has 20 m³ distribution tanks at its bases in Vantaa, Turku, Tampere, Kuopio, Oulu and Rovaniemi. In addition, 20 m³ will come to the base to be completed in the fall of Seinäjoki 2022. Kittilä Airport has a 5 m³ distribution tank of FinnHEMS. An option on fuel supply for one additional base is attached to the contract.

The objective of the acquisition is to ensure the fuel supply of medical helicopters with operational certainty in all situations for the contract period.

The estimate of the air fuel used by the subscriber each year is about 850,000 litres. The biocomponent portion shall be 5% during the first contract year and its share is increased linearly with a 10% biocomponent share in the final year of the contract period.

Since the price quotation and taxes on air fuel are the same for all suppliers, only the delivery fee per place of delivery will be competitive on this call. The estimated annual consumption per delivery site multiplies the delivery fees for each distribution item. The delivery site results are summed up. The aggregate price constitutes a comparison price. Bids are placed in order of investment from cheapest to the most expensive. A bid with the lowest benchmark price wins the bidding process.
