Description:
Service contract to support and carry out human resources activities in the field of outplacement, psychotechnical tests and assessment

The market is subsidized in three lots:

- lot 1 concerns the provision of outplacement support;

- lot 2 concerns the carrying out of psychotechnical tests;

- lot 3 concerns the realization of assessment or development centers within the framework of a selection, a reorientation or the development of an employee.

Activities must be available in both Dutch and French.

The objective is to conclude a framework agreement with two companies for each lot.

Concrete contracts will then be awarded for each lot by mini-competition.

Mini-competitions will be organized as needed. For each subsequent contract, an invitation to submit an offer will be sent to the two economic operators of the framework agreement. This request will contain at least the names of the candidates to be evaluated, the documents to be submitted and the deadline by which tenders must be submitted.

The contracts based on the framework agreement will be awarded on the basis of price and qualitative criteria.

The attention of candidates / tenderers is drawn to the fact that negotiations are authorized in this procedure, both during the conclusion of the framework agreement and in the context of mini-competitions.

Each contract awarded under these framework agreements will be considered as a separate contract, independent of the performance of the other contracts, each having its own time limit for completion and its own technical specifications.

The number of contracts to be executed cannot be estimated in advance. In no case may the successful tenderers claim a minimum number of contracts or compensation for an insufficient number of contracts awarded.

During the duration of the framework agreement, the contracting authority may have the same or analogous services as those described in the specifications performed by other economic operators within the framework of another public contract. The economic operators chosen on the occasion of this framework agreement may not in this case claim any compensation.

Support for outplacement

The provision of outplacement support offered under certain conditions when a worker is dismissed so that he can find a new job or start a self-employed activity as quickly as possible. These can be both managerial and managerial and non-managerial positions.

Psychotechnical tests

The carrying out of psychotechnical tests (the list below is indicative). These tests allow for a (1 er ) rapid and remote screening and must be able to be passed online.

The tenderer indicates the possible tests for the categories listed below.

1) numerical reasoning test: a distinction is made here by function, more precisely by level of education. Graduates are compared to the reference group of graduates and masters to masters;

2) test of abstract reasoning: a distinction is made here by function, more precisely by level of education. Graduates are compared to the reference group of graduates and masters to masters;

3) personality test;

4) motivation test;

5) test related to the specific skills of the function (for example, commercial fiber,…);

6) assessment of managerial potential.

The tenderer indicates the possible tests for the categories listed above.

Assessment or development

The realization of assessment or development centers to identify the skills of internal and external candidates within the framework of a selection, a reorientation or the development of a collaborator.
