The subject of the order is the purchase and delivery of Microsoft Office licenses – standard Device version – 540 pcs.
The order is carried out under the MPSA program.
The contracting authority allows submission of equivalent offers.
The licenses granted are non-exclusive and indefinite licenses, granted/issued to the Ordering Party, without the possibility of terminating them.
A detailed description of the subject of the contract and the rules for the execution of the contract are specified in the Draft provisions of the contract constituting Chapter II of the SWZ.

The contracting authority allows submission of equivalent offers.
The offered solution equivalent to Microsoft Office - standard Device version must meet the requirements through built-in mechanisms, without the use of additional applications specified in the Terms of Reference.
If the Contractor offers an equivalent solution, the Contractor:
a) together with the offer, demonstrate that the offered equivalent solution meets the requirements specified by the Ordering Party, in particular by presenting the Ordering Party with appropriate software documentation, confirming that the offered software meets the requirements specified by the Ordering Party, the provisions of the license of the equivalent solution.
(b) together with the tender, provide a detailed technical design of the equivalent solution together with installation, configuration and operating instructions for the solution offered.
c) at the stage of evaluation of offers, the Contracting Authority reserves the right to verify the proposed solution offered by the Contractor. For this purpose, at the request of the Contracting Authority, the Contractor, at its own expense, shall build a laboratory in which it will install and configure an equivalent solution and carry out functional and non-functional tests in the technical and system infrastructure as used by the Contracting Authority. The result of the tests will be a report confirming that the solution offered is equivalent.
d) In the case of offering an equivalent solution, the Contractor is obliged to include in the offer all costs of its implementation at the Contracting Authority, including the costs of data migration, and will also cover all documented costs on the part of the Contracting Authority related to the implementation of the equivalent solution.
The licenses granted are non-exclusive and indefinite licenses, granted/issued to the Ordering Party, without the possibility of terminating them.
The subject matter of the contract must be performed by a Contractor with the status of a Microsoft Licensed Partner (LSP) entitling to sell licenses.

In the case of offering an equivalent solution, the Ordering Party requires that the subject of the contract be carried out by the Contractor having the status of a licensed partner of the manufacturer of the offered software entitling to sell the license.
