the purpose of this contract is to collect data relating to the start and completion dates of construction permits authorized from petitioners or local authorities. Two types of operations are planned: a monthly survey on recent permits (authorized for 6 months to 1 year) and an annual survey on old permits (authorized for 4 years or more)

the services concern the work of developing collection tools, as well as the collection itself. They are broken down as follows:For the monthly reminder survey, in both electronic and postal modality: - make the necessary tools for dematerialized collection intended for petitioners for whom one has an email address: development of an electronic questionnaire deployed on the Internet; - carry out an electronic reminder ( emails) per month to non-responding petitioners via the Internet; - editing postal reminder questionnaires intended for petitioners for whom only the postal address is available, put them in envelopes, add to each fold an “envelope t” for return, ensure the routing of the letters to the petitioners; - receive the replies by by post, enter the reply coupons, check the entry; - transmit each month the answer files containing both the Internet and the paper replies, as well as a summary table summarizing the state of collection (response rate by the different collection channels in particular); For the annual survey of old permits, only by dematerialized means: - make the necessary tools for dematerialized collection intended for local authorities: development of an electronic questionnaire deployed on the Internet; - collect the data: sending emails to announce the opening of the collection, sending emails for the follow-up of non-respondents and finally reminders telephone to the last non-respondents; - monitor online responses (warning messages when entering); - provision of weekly dashboards to track response rates; - provision of collection deliverables: response database and documentation; - final collection report
