The purpose of the framework contract is to provide, deliver and manage shared social action services for the benefit of local authorities and local public authorities in the Rhône and the Lyon metropolitan area who have signed an agreement with the CDG69.

In accordance with the consultation documents, the candidate must propose a basic offer consisting of:

- a minimum base of benefits. Variations can be proposed to this minimum base of benefits,

- the possibility offered to public authorities and public institutions that are members of the framework contract, to over-premium on one, two or three services identified by the contracting authority in the CCTP.
