The subject of the contract is the winter maintenance of county roads in the winter season 2023/2024 in the area of the Myślenice-południe commune, the city of Myślenice and the Pcim commune, consisting in maintaining passability on county roads administered by the County Roads Authority in Myślenice in the winter period, in accordance with the adopted standard by combating winter slipperiness, clearing snow and roughening the road surface, islands with asylum, squares and bus bays, as well as pavements and parking lots (task No. 3), monitoring and patrolling of roads, as well as post-winter cleaning of pavements, asylum islands and bridges. Post-winter cleaning of sidewalks includes cleaning of all debris and grass along the entire length and width of the sidewalks, as well as cleaning of roadways at curbs and drainage (kerbside drainage).
Task No. 1 - Myślenice-south MunicipalityThe contract covers winter maintenance of county roads with a total length of 30.2 km in the Myślenice-południe commune, consisting in maintaining passability on these roads in winter, in accordance with the adopted standard by combating winter slipperiness, clearing snow and roughening the roadway, monitoring and patrolling roads, as well as post-winter cleaning. Post-winter cleaning of sidewalks includes clearing the entire length and width of the sidewalks of all debris and grass, as well as cleaning of curbside roadways and drainage (kerbside drainage). As part of the ZUD service, the Contractor is obliged to perform telephone duty, as well as to patrol the places covered by the contract and perform equipment duty (monitoring and readiness to perform the service). The Contractor will be obliged to be on standby to perform the ZUD service throughout the AZUD period. The customer will use the GPS system. Winter road maintenance standards - according to the standards specified in Appendix 3 to the Terms of Reference. Maintenance of passability on the roads will be carried out using the contractor's own materials, the value of which is included in the price of the service. The Contracting Authority requires the Contractor to have fully functional equipment required by the SST. The Contractor may not submit the equipment required by the Contracting Authority for the performance of the service, submitted for one task, to another task for which it submits an offer. The purpose of clearing snow from the road is to remove snow from the roadway and from accompanying facilities, such as public transport stops, bays, islands with an asylum, road crossings, in the scope of works in accordance with Appendix 4 to the SWZ. The road should be cleared of snow on an ongoing basis during snowfall so that there is no more than 5 cm of snow on the surface. Ongoing maintenance is designed to prevent the formation of larger, hard-to-remove layers of frozen snow, resulting in deep ruts that must be removed with heavy equipment. The road surface should be cleared of snow and snow removed within 8 hours after the precipitation stops. In the case of extremely unfavorable and unstable weather conditions (blizzards and blizzards), it is permissible to deviate from the standard maintenance in accordance with the adopted rules for snow removal and black ice control. Winter slipperiness - a phenomenon that occurs on the road as a result of the formation of a layer of ice, glaciated or compacted ice on the surface. Removal of slipperiness consists in preventing and removing it by sprinkling with abrasive material - slag, sand and a mixture of these materials with salt. Thick layers of ice or frozen compacted snow should be removed mechanically. Residues in the form of thin layers of ice can be removed by the use of salt mixtures and the continuous use of road surface roughening and mechanical collection. In winter road maintenance, in order to prevent slippery conditions or eliminate them, depending on the type of expected or already formed slipperiness, appropriate methods, doses and granulations of abrasive materials (slag, sand) and mixtures with salt should be used.
