In the context of this contract, the contracting authority intends to combat social dumping and social fraud. This contract is a joint service contract within the meaning of article forty-eight of the law and subject to standing orders. The purpose of this contract is to provide services relating to the spreading of chemical fluxes and snow removal on roads and motorways managed by the Walloon Region (SPW MI, Direction des Routes du Luxembourg - Marche-en-Famenne district) as well as operations to put in order the depots and / or salt stocks of the administration, truck services, specific equipment and labor and rental without driver. This market is part of the set of activities organized and carried out by the administration during a winter season in order to ensure the winter viability of its road and motorway network better known under the name winter service.

A preventive spreading circuit with a total length of 74,700 km with an indicative duration of 1h45. Two curative spreading circuits 1A and 1B with a total length of 31,600 km and 49,300 km respectively with an indicative duration of 1 hour and 1 hour 20 minutes respectively. Three snow removal spreading circuits 1A, 1B and 1C with a total length of 15,000 km, 40,500 km and

29,300 km. The material to be supplied by the contractor:

- three UMED with type C blades;

- two UMDs with type C blades;

- an unlocking device.

Rental of a handling, loading and ordering machine for deposits. This vehicle must comply with the requirements defined in point seven “Loading equipment” in the “Equipment” chapter and cannot have an hour meter greater than two hundred and fifty hours. Presumed rental period: ten months covering the period from September 1 to June 30 of the following year.

A preventive spreading circuit with a total length of 72,200 km with an indicative duration of 1h50. Two curative spreading and / or snow removal circuits 2A and 2B with a total length of 46,600 km and 21,700 km respectively with an indicative duration of 1h20 and 0h50 respectively. The material to be supplied by the contractor:

- two UMED with type C blades;

- three UMDs with type C blades;

- an unlocking device.

A preventive spreading circuit and a curative spreading and / or snow-clearing circuit with a total length of 54,400 km with an indicative duration of 1h30. The material to be supplied by the contractor: a UMED with type B blade.

A preventive spreading circuit with a total length of 74,700 km with an indicative duration of 1h40. A curative spreading and / or snow-clearing circuit with a total length of 49,300 km with an indicative duration of 1h15. The material to be supplied by the contractor:

a UMED with type B blade.

A preventive spreading circuit with a total length of 114,200 km with an indicative duration of 2h25. Two curative spreading and / or snow-clearing circuits 5A and 5B with a total length of 39,800 km and 30,800 km respectively with an indicative duration of 1h05 and 0h55 respectively. Equipment to be supplied by the contractor: two UMED with type B blades

A preventive spreading circuit with a total length of 78,000 km with an indicative duration of 1h50. Two curative spreading and / or snow removal circuits 6A and 6B with a total length of 38,900 km and 78,200 km respectively with an indicative duration of 1 hour and 1 hour 45 minutes respectively. The material to be supplied by the contractor: two UMED with type B blades.

A preventive spreading circuit with a total length of 74,400 km with an indicative duration of 1h50. Two curative spreading and / or snow removal circuits 7A and 7B with a total length of 28,400 km and 45,300 km respectively with an indicative duration of 1 hour and 1 hour 10 minutes respectively. The material to be supplied by the contractor: two UMED with type B blades.

A preventive spreading circuit and a curative spreading and / or snow-clearing circuit with a total length of 60,000 km with an indicative duration of 1h30 and 1h40 respectively. The material to be provided by

the contractor: a UMED with type B blade.

Rental of a truck (carrier vehicle for a spreader and a snow plow provided by the administration). This vehicle must be:

- complies with the requirements defined in point 4 - Mechanical spreading and snow removal unit (UMED) of the chapter

"Material",

- equipped in particular:

—— an automatic clutch;

—— tires adapted to winter conditions (new tires);

—— Bluetooth or hands-free equipment for GSM;

—— an outdoor temperature probe;

—— a radio with screen;

—— from a USB port socket.

The adaptations, the assembly of the administration equipment and the controls by an approved organization are a business responsibility. Presumed rental period: six months covering the period from October 15 to April 16 of the following year.
