The contract relates to a safety and environment assistance service from the Phébus Rapsodie Dismantling Laboratory (DES / DDSD / URMC / SREA / LDPR), consisting of two separate facilities at the CEA Cadarache center, INB 92 Phébus and INB 25 Rapsodie.
The CEA Cadarache facilities concerned by the provision of the service are the Basic Nuclear Installations (BNI) 92 Phébus and 25 Rapsodie, operated by the Phébus Rapsodie Dismantling Laboratory (LDPR) of the Department of Dismantling Projects, Nuclear Service and Waste Management (DDSD) of CEA Cadarache.
The services to be provided are security and environmental assistance missions and concern INB 92 Phébus and INB 25 Rapsodie.
The service is broken down into three parts:
- an optional incoming reversibility phase (one option per BNI) lasting one month for each BNI;
- an operational phase of 24 months, renewable twice twelve months (option);
- an outgoing reversibility phase of one month (optional) in parallel with the operational phase on a lump sum basis (optional).
Basic contract and non-package services are provided for under the operational phase contract.
Non-fixed-price services correspond to the drafting of security files (Local Security Commissions or specific file) and site security monitoring outside working hours.
After notification of the market to the Holder, the services of the operational phase begin only on the perimeter of INB 25 Rapsodie then at 9
At the end of the 24 months following notification of the contract, the basic flat-rate services may be renewed for an additional twelve months.
3.2.1. Lump sum basic services (operational phase)
The flat-rate services include the following main tasks:
- planning and carrying out gestures prior to the start of operations, including the preparation of all documents prior to intervention for validation by the CEA (DOT, PdP, fire permit, etc.);
- planning and carrying out renewals for current operations (monitoring of deadlines for security documents, etc.);
- hosting of personnel from external companies and the CEA (monitoring of the reception circuit, preparation of FPNs, management of changing rooms, updating of the SESAME or ACCES database, ...);
- assistance in managing the risks of co-activity on the installations (monitoring of daily work authorizations, participation in the pre-job-briefing, etc.);
- assistance with security surveillance in carrying out activities (monitoring of the management of co-activity through field visits, verification of security stopping points set out in intervention documents, periodic updating of the Potential Area heat of the premises, ...);
- assistance with security training (monitoring deadlines for security training, participating in the organization of the security week, etc.);
- assistance in managing access to facilities (providing access to regulated areas on the INB 92 PHEBUS, providing access to the key cabinets for the facilities, etc.);
- assistance with radiological safety (preparation of the CAR control, installation of displays, ...);
- assistance with documentary compliance in the field of security (drafting of security documents, updating EvRP, analysis of EE documents, ...);
- assist the environment correspondent (updating the EA, monitoring the Action Plan, etc.).
