Evaluation of Core Activities of the International Disability Alliance

The International Disability Alliance (IDA) was established in 1999 as a network of global and, since 2007, regional organizations of persons with disabilities (OPDs) and their families. As a core funder of IDA, the Swedish International Development Cooperation Agency (Sida) is commissioning an evaluation of core activities of IDA over the past three years. Sida has supported IDA since 1999 and with core support since 2010. Sida currently supports IDA through support for the implementation of IDA’s strategic framework 2020-2023.

Considering the rapid development of IDA since Sida’s initial support in 2010, and the new strategy which will be constructed during 2023, an external evaluation of IDA’s core activities from 1 January 2020 until 31 March 2023 will enable taking stock of what has been achieved by IDA during this time period and will provide useful evidence of where the organization stands today.

The overall purpose of the evaluation is to examine progress made towards achieving the results agreed with Sida, lessons learned and present recommendations for IDA’s new Strategic Plan 2024-2027.

The specific objectives of the evaluation are to:

• Review and assess the performance of IDA’s operations and demonstrate achievements in relation to the organizational theory of change and pre-established targets in the 2020-2023 strategic framework.

• Examine and share stories/case studies of IDA’s impacts at the global, regional, national, and local levels.

• Identify challenges, lessons learned, areas of improvement and enhancement, areas where more work or prioritization is needed, and, on the other hand, areas that may need less focus or attention.

• Identify and describe the impacts and influences of contextual factors (internal and external) on IDA’s activities, outputs, and outcomes over the past three years.

• Provide IDA with useful information when formulating the new strategic plan and planning operations and programs, including (but not limited to) recommendations about areas of work to prioritize or strengthen, areas of work to de-emphasize, and new areas of exploration and/or investment.
