Description:

Maakuntien Tilakeskus Oy (hereinafter Tilakeskus) has decided to tender for real estate and space consulting services to Tilakeskus and its group companies as defined in the invitation to tender and its annexes.

The real estate and premises consultancy services to be procured are subdivided according to the nature and content of the services as follows:

1. General property management and facility management,

2. Rental and determination of rents,

3. Management, analysis and reporting of data on real estate, facilities and construction projects,

4. Expert assignments for construction projects.

The provider may offer one or more areas. However, internal sub-bids will not be accepted.

On the basis of the call for tenders, the contracting entity shall establish the framework contract for the area as defined in the invitation to tender and its annexes.

General Property Management and Facility Management (Component 1)

Section 1. General property management and facility management

The scope of the framework agreement is property and space consultancy services for Component 1. General property management and facility management as defined in the invitation to tender and its annexes.

The assignments for Area 1 are aimed, inter alia, at: the following areas of expertise:

- Creating a space and real estate strategy, portfolioing, etc.

- Space management from the user and owner perspective, improving space utilization and utilizing space management systems

- Organize property management, leasing, property maintenance and investment activities in an efficient and customer-friendly manner.

Three (3) suppliers will be selected on the basis of a call for tenders for the Component 1 framework agreement as defined in the call for tenders and its annexes.

Rental and determination of rents (part 2)

Subdivision 2. Letting and Determining Leases

The framework agreement concerns real estate and space consultancy services for Lot 2, as defined in the call for tenders and its annexes.

The assignments for Area 2 are aimed, inter alia, at: the following areas of expertise:

- Determination / updating of the share of the capital rent based on the criteria decided

- Definition / updating / mapping of maintenance rental share criteria

- Identification / Updating / Mapping of Utility Criteria

- Housing Financing and Development Center ARA Statutory Cost Leases according to ARA Guidelines

- Rent Determination Technology Based on Investment Cost or Calculated Replacement and Technical Values

- Real estate valuation as part of rent determination process (includes property valuation)

- Analysis and interpretation of leases (neither legal nor construction)

- Distribution of responsibilities between landlord and tenant, definition of liability distribution tables for different types of property

- Construction of rent calculation in information system

- Property and space management accounting tasks, investment cost management, alternative investment calculation (not technical construction calculations, it is competed separately).

Three (3) suppliers will be selected on the basis of a call for tenders in the framework contract for component 2, as specified in the invitation to tender and its annexes.

Management, Analysis and Reporting of Real Estate, Spatial and Construction Project Data Collection (Component 3)

Component 3: Management, analysis and reporting of data on real estate, premises and construction projects .

The assignments of Section 3 are aimed, inter alia, at: the following areas of expertise:

- Advice and guidance to real estate and property information donors

- Review, analysis and reporting of real estate and space information

- Real estate and space information utilization in rent calculation and other

- Storage and sorting of real estate and space data (including ancillary tasks).

Three (3) suppliers will be selected on the basis of a call for tenders for the component 3 framework agreement as defined in the invitation to tender and its annexes.

Expert Assignment for Construction Projects (Component 4)

Sub-area 4. Expert tasks for taking over construction projects

The framework agreement will cover real estate and space consultancy services for component 4, as defined in the call for tenders and the annexes thereto, with regard to expert tasks for the takeover of construction projects.

The assignments of Section 4 are directed to, among others: the following areas of expertise:

- Preparation for the transfer and takeover of ongoing construction projects

- Project management and construction expertise

- Transfer guidance: securing project organization continuity in case of change, project documentation and financial information.

Three (3) suppliers will be selected through a call for tenders in the framework agreement for section 4, as specified in the invitation to tender and its annexes.
