Establishment of a Dynamic Purchasing System (DBS)

The DBS takes place in 2 phases:

1.Setting up and managing a bidding pool

DBS will be set up for the duration referred to in point 1.2 and for the range of vaccines. The procedure is carried out exclusively electronically. The contracting authority forms a bidding pool.Any interested party can participate in the process activation and submit a request to participate at any time of DBS. Any prospective buyer who meets the eligibility criteria published in the announcement is included in the bidder pool. He thus becomes a potential bidder and can submit an offer in subsequent individual aids.The bidder pool is not limited in size. Each qualified participant is added to the bidder pool.

2nd Quotation Phase

Depending on the requirements of the contracting authority, the specific procurement takes the form of individual contracts during the tendering phase. The client decides on the time or number of individual contracts. It is expressly pointed out that there is no obligation to carry out individual awards on the part of the contractor. In the case of the individual award, the contracting authority requests all participants in the bidder pool approved for the DBS to submit an offer and inform them of the specific terms of the contract (e.g. quantity, delivery time, place of delivery, award criteria, etc.), unless these have already been published in the announcement. By submitting a bid, the bidder declares that there are no changes to the eligibility criteria. The received offers will be reviewed in terms of content and after award criteria made known. The bidder with the most economic offer to be determined on the basis of the notified award criteria is awarded the contract.

The participants admitted to the DBS bidder pool are not obliged to submit an offer as part of the individual awards.

The participants must always find out about the current status of the award procedure (the individual award). Any deadline extensions, applicant questions with the corresponding answers or other updates and changes must be accessed independently by the participant on the federal e-procurement platform. Any changes will be announced immediately by the client.

Vaccines

It is expected to contract a total of approximately 579 000 units of the following vaccines under DBS, for example.

The quantities specified (total time = runtime of DBS) represent forecast values in each case.

It is expressly pointed out that further vaccines can be placed through individual issues.

— Japanese encephalitis - total requirement approx. 88 000 EA,

— diphteria pertussis tetanus poliomyelitis - total requirement approx. 140 800 EA,

— typhoid polysaccharide - total requirement approx. 197 200 EA.
