The appearance of the Mönchengladbach campus is largely characterized by a listed building ensemble along the Webschulstraße. On the grounds of the university there is, among other things, a hall with a striking thatched roof from 1901, some of which has been on the list of monuments since 1988 and which has a high need for modernization. The construction and real estate company NRW, Duisburg branch, intends to modernize and renovate the hall, which is under monument protection, and to demolish the parts of the hall that are not under monument protection. These are to be replaced by a replacement building on Rheydter Strasse. In addition to functional networking, the aim is to strengthen the urban development of the campus and the architectural appearance.

General planning services for the Niederrhein University of Applied Sciences, on the Mönchengladbach campus, for the following service profiles:
- Building project planning, service phases 1-9;
- Object planning of outdoor facilities, service phases 1-9;
- Structural engineering, service phases 1-9;
- Technical equipment, plant group 1-8, service phases 1-9;
- Consulting services in building physics, thermal insulation, service phases 1-9;
- Consulting services in building physics, building acoustics, service phases 1-9;
- Consulting services in building physics, room acoustics, service phases 1-9;
The order is optionally made in stages.
After the completion of the competition, the selected applicants are asked to submit an offer and to draw up the indicative concepts. See the information "Requirements for quotation concepts".
In addition to these documents, the BLB NRW Duisburg requests planning concepts in the form of an integrated competition.
After evaluating the indicative fee offers, the indicative concept and the planning concepts, the negotiations will take place.
After the negotiations, the bidders are given the opportunity to revise and submit their fee offer as well as the offer concept.
A revision of the planning concepts is not planned.
The supervision, organization of the integrated competition and the preliminary review of the planning concepts are carried out by an external planning office.
The competition is advertised as a restricted procedure in accordance with the Guidelines for Planning Competitions (RPW 2013). The competition is anonymous, the competition language is German. The number of participants is limited to a maximum of five. The North Rhine-Westphalia Chamber of Architects has received knowledge of the content of the award. The registration number of the AKNW has been applied for.
The main focus of the competition is on the conceptual, functional and design aspects. The jury will make its judgment based on the quality of the work and will use the following assessment framework without the order being weighted:
1. Urban quality
- Mission statement and basic idea determining the design;
- Structure;
- Orientability and clarity;
- scale and adequacy;
- Integration in the urban context.
2. Architecture and design quality / fulfillment of the spatial and functional program
- functionality including usage and stay quality;
- functionality related to the fulfillment of the room and function program;
- Interior and exterior design quality;
- monument protection.
3. Realizability and economy in construction and operation
- construction phase;
- feasibility;
- Efficiency in terms of construction and maintenance, operation and maintenance.
4. Sustainability and energetic quality
Ecological approaches, taking into account aspects of sustainability and energy orientation
The assessment framework mentioned is part of sub-item 2 in the "draft" award criterion.
Each participant receives a gross allowance of EUR 8,000 for the development of a draft concept.
Furthermore, the distribution is as follows:
1st prize: EUR 25,000 (gross),
2nd prize: EUR 15,000 (gross),
3rd prize: EUR 10,000 (gross).
The jury can decide by a unanimous decision, while maintaining the total amount, a different distribution of the prize money.
After the jury meeting, the BLB NRW Duisburg undertakes to negotiate with the award winners about the concepts of the order. Due to the current situation with COVID-19, there may be short-term changes. All bidders will be informed of this in good time.
Only the announcing award criteria are used to select the subsequent contractor. The evaluation of the planning concepts can be found as a criterion in the award matrix.
The subsequent contractor will not be reimbursed for services already performed up to the amount of the prize, provided that the competition design can largely be used as the basis for a further order. The bidders undertake, in the case of an order from the BLB NRW Duisburg, to take over and carry out the further processing.
The submitted documents of the award-winning works become the property of BLB NRW Duisburg. Copyright, use and the right of publication determine the RPW 2013 (§ 8 paragraph 3). The BLB NRW Duisburg is entitled to the first publication and documentation of the competition. Works that do not receive an award will only be returned on request by the bidder, which must be received within four weeks of receipt of the protocol. If there is no requirement within this period, the bidder thus declares to waive his ownership of the plan documents.
