The services of the contractor (AN) include the planning of buildings in accordance with Part 3 Section 1 of the HOAI for the renovation of the existing building, including the fire protection upgrading in the State Investigation Office (LUA) Mainz.
It is intended to transfer the services of the service phases 3 and 6-9 according to § 34 HOAI to the contractor. Due to preliminary and own work, basic services or partial services of basic services are omitted or reduced in some areas.
Within the framework of LPH 3, only the cost calculation according to DIN 276 needs to be checked and revised.
The contractor (AG) provides an implementation plan and the specifications. These are to be checked technically and, if necessary, revised and then form the basis for further processing by the contractor.
The LUA in Mainz is to be rebuilt, refurbished and upgraded in terms of fire protection.
The existing building is a U-shaped, 3-storey building with a complete basement with 2 access cores, each of which opens up the usable building area on two hips via a centrally located corridor. The 3-storey new building erected in 2018 (1st construction phase completed) is attached to the south side of the existing building. This is connected via a 3.0 m wide connecting bridge on all floors.

In the run-up to the renovation, a pollutant remediation is carried out, which is planned, tendered and supervised by a separately engaged engineering office. The task of the architectural office is to coordinate the deadlines for the removal of harmful substances within the construction phases.
In the course of the renovation, large parts of the technical systems for supply engineering and electrical engineering are being renewed or newly erected on other floors. In addition, the central toilet core is being renewed. Engineering offices have already been called in for the specialist planning of the technical trades.
Due to the pollutant remediation and the fire protection upgrading, a large part of the suspended ceilings will be removed and rebuilt.
The work in the existing building is divided into 3 successive construction phases according to the construction schedule. The top floor (2nd floor) will be completely renovated, for the remaining floors (basement to 1st floor) only the partial renovation of the surfaces was estimated in the HU-Bau. However, due to new findings, the project order was expanded in autumn 2020, after which a complete surface renovation of the interior surfaces of the building is to be carried out. The costs for this have already been included in the chargeable costs.
The inclusion of surface renovation in the specifications is included in the remuneration for service phase 6.
The AFU planning is adapted mainly through text blocks in the plans, which are remunerated on an hourly basis.
The building will continue to be used during the renovation work.
Work interruptions must be assumed between the construction phases, as the user has to move to clear the areas to be renovated.
Subject to review and revision, the expected execution periods are planned as follows:
Construction phase 1: Preparation of sanitary areas basement to 2nd floor with staircase 02 and offices BT 04 on 2nd floor, gutting BT 04, first floor and 1st floor (execution time approx. 10 months, lead time for pollutant remediation approx. 3 months included)
Construction phase 2: renovation of BT 03 and BT 04 basement to 3rd floor (execution time approx. 15 months, lead time for pollutant remediation approx. 3 months included)
Construction phase 3: renovation of BT 01 and BT 02 basement to 2nd floor (execution time approx. 12 months, lead time for pollutant cleaning approx. 3 months included)
