PUBLIC PROCUREMENT OF SERVICES HAVING AS ITS OBJECT
THE APPOINTMENT OF A MULTIDISCIPLINARY TEAM (INCLUDING AN ARCHITECT),
With complete missions in sight:
* the development of a master plan;
* as a project author;
* as a safety and health coordinator.
Adaptation of files N°MAH230-528 and N°MAH230-57, within the framework of a multigenerational and inclusive concept, in order to allow:
* accommodation for 2 x 24 residents (people with disabilities), in the heart of multigenerational and inclusive infrastructures, Walter Sister Street in CINEY
* the optimization of the various flows on the site (s) - Rue Walter Sister, following the said developments -
The deployment of these 2 projects, intended to accommodate 2 X 24 residents, requires the development of a GLOBAL MASTER PLAN beforehand taking into account, and in particular the pedagogical aspects of the Contracting Authority, the potential “infrastructures” on site (s), the program of the Contracting Authority and the necessary and desired functionalities, the different flows, the financial issues and budgets available, the optimal programming over time of the different phases, etc., with a view to the realization of the multigenerational and inclusive concept of the contracting authority, at the heart of CINEY.
The master plan must analyze the various opportunities related to all the conceivable surfaces. It will be ILLUSTRATED by 3 SKETCHES of developments either on SITE 1, on SITE 2, or on the 2 SITES.
The deployment of this MASTER PLAN calls for the following questions and points of attention on the part of the Contracting Authority; they are FUNDAMENTAL and MUST IMPERATIVELY be investigated and objectified by the Contractor as part of its MISSION. In particular, it will be asked to:
To reflect on the infrastructures of all conceivable surfaces - rue Walter Soeur, that is to say what to demolish, what to rebuild, how to rebuild, where to rebuild, etc.
Take into account the educational project developed around the destination of new infrastructures (also other than residents' accommodation), with a view to achieving an inclusive real estate complex.
= Conduct a global reflection on the future of the Walter Sister Street site (s), in terms of accommodation infrastructure, living spaces, and others, with the deployment of a broad and inclusive intergenerational project (meeting CINEY's social and local needs);
= To bring out “a vision”, in order to meet the needs of the Contracting Authority, while taking into account its social purpose, its educational project, as well as the improvement, development and sustainability of its activities.
Integrate in each of the 3 sketches the 430m² reservation for a polyclinic activity - dentistry, ophthalmology, ENT, neurology, dermatology, psychogeriatrics and cardiology (it being understood that the visibility of said polyclinic must be ensured). In addition, one of the sketches will provide for the maintenance of the building “La Roseraie” (building D), see ANNEX 3B, in which the polyclinic is currently located. One of the 2 other sketches, or the 2 other sketches would provide for the development of the polyclinic within the new infrastructures (it being understood that the full foot will automatically be reserved for the accommodation of people with disabilities).
Integrate in each of the 3 sketches the reservation of 2,500m² of living space, destined for the Providence of the Sick.
Meet the financial constraints and perspectives of the Contracting Authority, taking into account the allocated budget, HR impact, operating costs, standards, etc. = THE MASTER PLAN MUST BE FINANCIALLY VIABLE
