Description:
Implementation of aviation security checks in accordance with § 5 and § 8 Aviation Security Act (LuftSiG) and filling of the depositor position at the Braunschweig-Wolfsburg airport

Joint call for tenders for:

1. Provision of patrol and surveillance services as well as controls in accordance with Section 8 (1) Aviation Security Act for Braunschweig-Wolfsburg Airport GmbH, and

2. The provision of controls according to § 5 Aviation Security Act and activities of the trailer / guide (“depositor position”) for the Lower Saxony state authority for road construction and traffic (“NLStBV”).

NLStBV and Flughafen Braunschweig-Wolfsburg GmbH carry out the present tendering procedure as an (occasional) joint award within the meaning of Section 4 of the Sector Ordinance. The NLStBV is in charge of the tendering process. There are 2 separate contractual relationships. Separate requests to participate and offers must be submitted. The estimated total contract values under II.2.6) and II.1.5) must be taken into account separately. The NLStBV is responsible for performing the tasks named in Section 5 of the Aviation Security Act. It intends to commission the following services within the framework of this tender:

- the search of persons and their verification in any other way,

- the search / x-raying of objects that are brought into the security area of the airport, in particular hand luggage, as well as

- Search / screening / any other suitable check of freight, luggage.

The personnel employed for the controls according to § 5 Aviation Security Act must meet the guidelines on the requirements for aviation security assistants for the implementation of § 5 Aviation Security Act at German airports (BMI - P II 4 - 643 201/1). According to legal requirements, be trained as aviation security assistants and then receive further training, see also the “Concept for the further training of aviation security assistants” (BMI - P II 4- 643 520-1 / 7). In addition, the insert position is to be filled. The total number of control hours required is estimated at approx. 14,000 control hours per year and thus a total of approx. 56,000 control hours over the possible contract period of 4 years. The number of working hours required for the depositor position is estimated at approx. 1,920 hours per year and thus a total of approx. 7,680 control hours over the possible contract period of 4 years. These estimates are non-binding and should be viewed as guidelines. Due to the pandemic, the company is currently being run with fewer staff. Braunschweig-Wolfsburg Airport GmbH has the following tasks based on national authority-binding requirements (framework plan for aviation security and aviation security regulations) and in accordance with Section 8 (1), sentences 3, 4, 5 of the Aviation Security Act to ensure aviation security at Braunschweig-Wolfsburg Airport, which it performs within the framework of the contract intends to transfer:

- the patrol of the airport fence by security forces or, if necessary, drones in the future,

- the monitoring and securing of the temporarily sensitive security area such as arrival and departure areas and the apron area by security forces during handling times,

- the implementation of the access control at personally secured control points in connection with vehicle, goods and person controls,

- sometimes accompanying non-airport ID card holders to perform special tasks,

- the monitoring of events on the air side of the FH (which are not covered by the ID card regulations of the Braunschweig-Wolfsburg GmbH airport) in consultation with the airport operator, the personnel deployed for the tasks according to § 8 Aviation Security Act must be in accordance with the applicable regulations for their work be trained and, if necessary, recertified in accordance with personnel group no. The listed measures are to be carried out by the contractor on 365/366 days a year within the operating hours. In 2018 and 2019 there was an hourly call of around 15,000 hours at the service provider. Hours for additional security measures (5th bullet point) are not included here. These figures are guidelines, not an upper limit. The retrieval is based on the respective operating hours of the airport. Further details can be found in the tender documents.
