Preparation of PPP (Public Private Partnership) acquisition of Hailuoto leased line in cooperation with the client and technical consultants. The consultant now in charge has the primary responsibility for drafting the tender and service contract and related commercial documents and negotiating with the tenderers. The service to be procured relates to the preparation and bidding phase of the acquisition and possibly the investment phase of the project (follow-up option).

The Hailuoto fixed link project involves the construction of embankments and two (2) bridges from the mainland to Hailuoto Island. The authorization granted by the Parliament to the project is EUR 116.9 million, which includes all costs incurred by the customer for the project. The financial and legal service is scheduled to start in March 2019, immediately after the contract is signed. According to the subscriber's preliminary schedule, the invitation to tender must be completed by June 30, 2019. For the sake of risk management, the PPP project will be launched when the road plan and the water permit are valid. The contracting authority estimates that after the publication of the contract notice, the tendering phase will take approximately 10-12 months until the contract is signed. The investment phase will take approximately three (3) years.

Preparation of commercial aspects of the PPP contract model includes assignments in the following areas of expertise: contract, procurement and finance law, risk and project management, financing arrangements and solutions, payment mechanisms, accounting procedures, taxation, insurance, collateral, and financial modeling.
