Procurement of a new police service boat.
For lack of space, only in excerpts, the exact specification of work can be found in document 02 — Contract document, section I. :
The object of the service is the delivery of a boat for the water protection police patrol service and search operations on Lake Ammersee in Bavaria.
The boat owed must be delivered to Lake Ammersee by December 15, 2021 at the latest.
The boat must meet at least CE category C.
Boat data:
Length (without motor): at least 8.00 meters, maximum 10.00 meters
Width: at least 2.50 meters, maximum 3.50 meters
Draught: maximum 0.75 meters (with engine weight, 2 man crew, nautical equipment, ½ tank filling; engine draught is not included)
Height above waterline: max. 3.50 meters (absolutely including superstructures with empty tank without crew)
The hull is made of seawater resistant shipbuilding aluminum. The floor is non-slip.
The driver's cab must be closed (cabin). The boat must be accessible throughout from the rear to the bow via lockable or lockable doors.
It is necessary to install a double engine in the form of two 4-stroke gasoline outboard engines with the following equipment:
— remote control with steering wheel and 2 moving levers,
— overheating alarm system,
— remote control electric trim,
— electronic anti-theft protection of motors,
— counter-rotating propellers,
— One replacement propeller is also included for the installed propellers.
The boat must reach a minimum speed of 80 km/h with four man crew and complete equipment. This must not be achieved by overloading the motor, i.e. at the power limit (maximum speed).
It is necessary to install a bow thruster that can be operated from the driving station. The external noise level of the boat must not exceed 65 dB (A) at a speed of 40 km/h at a lateral distance of 25 m from the side wall.
A fuel tank with a capacity of at least 400 liters must be installed firmly. Proof of pressure testing must be submitted.
LED lights are to be installed in line with the BaySchiffV system: bow light, tail light, sidelights. A blue sparkle light must be installed on the roof or an appropriate tool carrier. A powerful searchlight (at least 200,000 cd) that can be operated from the helm station (LED technology) is to be installed on the roof or a corresponding tool carrier (e.g. Shansin HRL-2070U or similar product). 2 permanently installed work lights (LED technology) must be installed each to adequately illuminate the bow and rear area.
An electrical sound signal device must be installed, which is actuated from the helm station.
A radar device with a horizontal resolution of 5 degrees or lower must be installed on the roof or on a corresponding equipment carrier.
A pivoting and tilting thermal imaging camera must be installed on the roof or a corresponding equipment carrier (e.g. FLIR M232 or similar product). The swivel range must be 360 degrees. The camera must be able to operate from the helm station and have at least 4x zoom (digital zoom is sufficient).
A liquid fuel heating including supply tank must be installed.
The display of the nautical device includes the following devices and parameters to be displayed: speed indicator (in km/h), tachometer, engine temperature, alternator control, operating hour meter, fuel tank level indicator, echo sounder graphic, anomometer. The named parameters can also be displayed via a multifunction display or display screen.
