The contracting authority invites tenderers to a tender contest for the development of an eLearning course in basic administrative competence. The procurement is for the development and completion of an eLearning course, including typing, technical competence, design and use of educational instruments. The contracting authority will provide the professional content. The procurement also includes the development og guidelines and implementation material for use in entities when they plan and carry out the competence initiative internally in their entity.
The target group is all employees in government entities, including government employees who are partially sighted and hard of hearing.
The eLearning course must be a high quality course, i.e., inspiring and user friendly. It must be interactive and include relevant assignments, good examples, dilemmas, and reflection tasks. The eLearning course must use multimedia instruments that stimulate knowledge, skills, and attitudes on what being a government employee involves.
It must be internet based, so that you can logon from anywhere and take all or part of the course. Either via a mobil phone, tablet, or PC, (see annex 1 for the requirements for technical devices, ownership, and other requirements).
The eLearning course must stand alone as an individual learning initiative. However it would be best if entities take this as a joint competence lift in their entity and connect it to entity specific problems. We will therefore put a lot of emphasis on guidance and implementation material on how entities can use the course.
