The LZN is responsible for the procurement of goods and services for the direct administration of Lower Saxony (see § 2 of the LZN's operating instructions). With the approval of its supervisory authority, the LZN can take on further tasks for public law users within and outside the state administration of Lower Saxony, as well as for privately owned companies that are fully owned by the public sector (cf. § 3 operating instructions).

In this area of responsibility, the LZN calls for tests of portable electrical equipment. The entire order is in accordance with Section 97 (4) GWB divided into six territorial lots (according to routing regions). A Lower Saxony map with regard to the routing regions can be found in the "Lower Saxony map routing regions" annex attached to the tender documents. The award is made as a framework agreement with a company (§ 21 VgV) per lot and regulates the conditions for individual orders concluded during the contract period.

The framework agreement does not establish an acceptance obligation, but contains a performance obligation on the part of the contractor.
