D'OEUvre master's mission as part of the rehabilitation extension of the Faroux school group (ANRU II program)

This consultation is organized in two phases:

- Phase 1: Receipt and review of applications,

- Phase 2: Selection of five candidates admitted to submit a bid/The minimum and maximum number of candidates who will be invited to submit a bid is: 5. If the number of candidates meeting the selection criteria is less than the minimum number indicated above, the buyer may continue the procedure with these candidates

the City is responsible for the rehabilitation and extension of public facilities. As such, it is the contracting authority for the restructuring operation of the Faroux School Group, which consists of a renovation project as its main asset, and as an annex to the creation of a canteen as part of the New National Urban Renewal Project (Npnru) whose project leader is the arc. This project was validated by the ANRU Commitment Committee on 18 November 2019 and by the City of Compiègne as part of deliberation no. 47 of 13 December 2019 and the signing of the urban renewal agreement on 5 November 2021.

The Faroux School Group is home to three schools: Faroux A (elementary), Faroux 1 (kindergarten) and Faroux B (primary), for a total of 360 students in the 2022-2023 school year.

Built in the mid-70s, this school complex of about 4600 square meters and composed of three buildings is located on the edge of the Clos des Roses district (intersection of rue WEYGAND and rue CHURCHILL, 60200 Compiègne), opposite a housing block that will benefit from the NPNRU program (anru 2), including demolitions and reconstructions.

These buildings have not been extensively renovated since their creation, and in particular have poor energy, acoustics and accessibility performance. The lack of an on-site canteen is not very comfortable for the children: the kindergarteners go to an apartment in a building near Clésence, which has been transformed into a canteen, and the elementary students to the canteen of the Philéas Lebesgue school, which is already very busy.

The planned works mainly consist of removing asbestos from the entire interior of the buildings, thermally rehabilitating the site, bringing it up to fire and accessibility standards, reworking the acoustics of the rooms, occasionally redeveloping certain spaces to better accommodate changes to the site, in particular the duplication of classes, and beautifying it as a whole (floor repairs, plaster, paint, sanitaryware, etc.). In terms of work to increase the energy performance and resilience of buildings, several options still need to be studied before validation (replacement of exterior joinery, rainwater recovery tanks, bio-sourced materials for insulation, photovoltaic panels, etc.). The project includes the creation of a canteen that can accommodate the pupils of the school group
