The be-NATURE project within the former coal washing plants 1 and 3 is an innovative and ambitious redevelopment project that transforms the impressive coal washing plants of the former mine site in Beringen into an experience project where nature, water and industrial heritage come together. This as part of the be-MINE site in Beringen where nv be-MINE has appointed lrm nv as agent to act as client for its name and account (hereinafter "Project").
With the coal washing complex, be-MINE has a piece of industrial heritage that is unique in Flanders, Belgium and even Europe. No other mine site preserved the heart of the production process. Within be-NATURE, the imposing coal washing plants 1 and 3 are partly pitted, partly restored and partly repurposed.
The Project includes various demolition and restoration works within the building, but also includes infrastructure and landscape construction for the railway park.
Since the Contract cannot be awarded without prior negotiations due to specific circumstances related to the nature and technical complexity of these non-current works and the associated risks, a competition procedure with negotiation with a Belgian publication is justified in this specific context on the basis of Article 38, §1, 1° b) of the Law of 17 June 2016 on public procurement.
This Contract provides a coherent set of output specifications that will be included in the Special Specifications. The Tenderer will have to investigate and determine for himself how he conceives, technically elaborates and implements the Project.
The Assignment therefore includes substantial design and innovative solutions in view of the various construction and implementation technical solutions that will have to be applied to realize the Project. This procedure also allows the Client to enter into a technical debate with the Tenderers regarding the proposed concept and the proposed technical solutions. In this context, the use of the competitive procedure with negotiation is also justified on the basis of Article 38, §1, 1° c) of the Law of 17 June 2016 on public procurement.
