The agreement consists of: mowing sports fields, fertilizing sports fields, carrying out major maintenance on sports fields and additional work.

The work must be carried out within the municipality of Laarbeek and therefore falls under its sole responsibility.

The agreement is entered into for a minimum period of two years and, after a possible extension of two times by one year, a maximum of four years. The effective date of the agreement is 1.3.2021.

In terms of the activities, there is a combination, because on the one hand it concerns specialist maintenance activities and on the other hand regular mowing activities. In addition, the activities are carried out at various locations (sports parks), so there is also a combination in this area.

An average company specialized in the required maintenance work also carries out the mowing work (whether or not under contract). The scope of the assignment is such that the entire work for an SME company can be performed well, partly because of the final execution in partial assignments.

A further division within the assignment into lots, for example per sports field, is not desirable at all, because the individual assignments then become too small in terms of financial value and the social costs for both the municipality and the contractor become too high. After all, by merging, the municipality has to deal with one contractor and (therefore) one point of contact.
