- Selecting and contracting one contractor to deliver and manage a CMS as a SaaS service, including providing and managing the design of the CMS, appropriate to the objectives of HL;

- Concluding an agreement with one supplier;

- Establish clear agreements with the contracted supplier for the duration of the agreement.
