Framework agreement for German language courses for DAAD scholarship holders

As a rule, long-term scholarship holders of the DAAD must provide proof of a university entrance examination before starting their studies in Germany. Since many foreign scholarship holders do not have sufficient (in exceptional cases no knowledge at all) of German, they must be prepared for the university entrance examination in appropriate language courses.

This is done primarily by participating in intensive face-to-face language courses lasting several months.

For this reason, several framework agreements for German language courses are being announced for around 900 to 1,100 DAAD scholarship holders per year, including accommodation as well as a cultural and regional programme.

Six regional lots (partial lots) will be put out to tender as framework agreements for the following regions:

1. Schleswig-Holstein and Lower Saxony as well as Hamburg and Bremen

2. Mecklenburg-Western Pomerania and Brandenburg as well as Berlin

3. Saxony-Anhalt, Saxony, Thuringia

4. Bavaria and Baden-Württemberg

5. Hesse, Rhineland-Palatinate and Saarland

6.NRW

In addition, the scholarship holders are also offered the opportunity to acquire or improve their German language skills both during the scholarship stay and in preparation for it or during their studies with technical language courses using online language courses (Lot 7).

In addition, it is estimated that there will be an additional 180 places per lot per calendar year for additional training and in the event that a framework agreement is not awarded or terminated prematurely and a redistribution becomes necessary (additional quota).

Accordingly, up to 360 places per calendar year can be offered by one bidder per lot. The bidders are (only) obliged to keep the number of places they actually offer for a lot over the term of the contract (reserve quantity). If a bidder offers about 180 seats, he is obliged to provide 180 seats.

However, bidders must offer and maintain a total of at least 180 places per lot per calendar year, of which at least 100 places are for the 2-month course in August/September (minimum availability). If a bidder offers fewer places, his offer will be excluded.

The DAAD will call up a minimum of 60 places per lot and calendar year.

Online Language Courses

A framework agreement for the implementation of license-based online German language courses for foreign DAAD scholarship holders is being announced

as well as the training/instruction of teachers in the digital language course in connection with face-to-face tutorials in blended learning format.

(a)target groups;

The online German language courses are to be made available to DAAD scholarship holders within the framework of their respective funding and to enable and support their language acquisition both for the preparation of their stay in Germany and for studying at a German university as well as during this stay.

In addition, teachers are to be trained in the use of the language courses in order to be able to use them to support their teaching activities on site.

b) Online-Deutschsprachkurse in den Standardprogrammen des DAAD

In the following, the use of online German language courses in the long-term standard programmes of the DAAD is described.

Currently, the DAAD uses digital language learning opportunities as part of individual support for its scholarship holders from abroad. At their request, he acquires licenses for digital German learning. In doing so, they have the opportunity to independently select and take a module from the portfolio of offerings. All levels from A1 to C1 are available here. In the area of level C1, there is also a professional specialization in the subject groups of law, economics and social sciences, human medicine, mathematics and natural sciences, engineering sciences as well as linguistics and cultural studies.

In 2022, a total of 620 licenses were purchased for a total of 6-month online courses with 3-month tutoring.

c) Online language courses and training courses by funded tutors in other DAAD programmes

As planned, the DAAD is acquiring licenses for digital German learning for students from 16 Brazilian universities as part of the "Languages without Borders" program, which has been offered since 2016 together with the Brazilian Ministry of Education MEC.

Due to the pandemic situation, this program has been suspended since 2020. However, it is currently planned to resume the program from 2024.

All language courses within the framework of the "Languages Without Borders" programme are supervised by online tutors; In addition, additional face-to-face tutorials are offered for all learners at entry-level A1.1. The digital language course is used here in conjunction with the face-to-face tutorials in blended learning format.

The tutors responsible for the face-to-face course are instructed in the digital language course by the provider of the digital language courses as part of a one-day training course, which takes place once a year on the premises of the DAAD in Bonn. These tutors are scholarship holders in a DAAD scholarship program (similar to the program "Deutschlehren.International") and are specially selected for this program. In addition, e-support / training takes place via webinars. In 2019, a total of 1000 licences for language learners were purchased under the "Languages Without Borders" programme.

In the DAAD lecturer programme, up to a maximum of ten interested DAAD lecturers are trained in the use of the digital language courses so that they themselves take on the role of tutors in the digital language courses. For the independent tutoring activities of the lecturers, the contractor provides up to ten class licenses for 20-30 participants each.
