The target of the procurement is the City of Helsinki's social and health care
a space monitoring system solution that will be deployed. The solution is acquired as a complete service provided by the system vendor selected for the tendering procedure.
The target of the procurement is a facility monitoring system solution that will be used by the Helsinki Health and Social Services Industry (SOTE), which will be purchased as a comprehensive service provided by the system vendor (SaaS). The overall service must cover the system, sensors and continuous services as well as their commissioning.
In accordance with the City of Helsinki's business premises strategy, the use of the premises will need to be monitored more closely in the future. SOTE implements the city's business premises strategy and, in support of the achievement of its objectives, the industry will acquire a monitoring and reporting solution for the use of premises (later abbreviated in the monitoring of the use of premises).
From the point of view of the solution package to be acquired, the following objectives are highlighted in the business premises strategy:
- Space procurement processes will be developed in such a way that they work faster and more flexibly than before.
- Information and document management will be developed so that all documentation can be easily attached to the right thing, such as a space, building or user.
- The management and transparency of space costs will be developed in such a way that the data related to the space can be accessed in real time through the common interfaces of information systems in the City Office, the user and the organisation responsible for the premises.
- The internal rental model will be developed in such a way as to promote transparency of the costs of the premises, the cost awareness of users and the efficiency of the use of the premises.
Monitoring the use of space creates the conditions for data-based planning and use of space use. In a few locations, THE HEALTH AND SOCIAL SERVICES has had a monitoring system for the use of space in pilot use. The information produced by the system has been seen as valuable from the perspectives of design and communication. The aim is to continue monitoring the use of space and to extend the use of space, so a system must be put out to tender for this purpose.
The purpose of the facility monitoring solution to be acquired is to be used on a large scale and permanent basis in the core functions of the SOTE as part of everyday life, and it is intended to support the needs of managing space services with knowledge. The aim of the solution is to facilitate the use of the premises and the monitoring of use by various stakeholders, including:
- Real-time space monitoring enables end-users of the premises to have real-time visibility into the availability of spaces and makes it easier to find free space.
- Easy-to-use space reservation enables end users of the premises to have a flexible and pleasant tool for finding spaces.
- The reports give facility service experts a better understanding of the actual use of the facilities, making congestion peaks visible and enabling the assessment of the adequacy of the facilities and improved use of space.
- The reports provide visibility for the realisation of the use of shared facilities in multifunctional centres.
- The reports and real-time space usage monitoring give space users an idea of the realisation of the use of the reserved spaces.
The solution package to be acquired must be suitable as a solution for monitoring the use of space in the health and social services sector. The solution replaces the current pilot-operated space monitoring solution. The solution to be acquired must be expandable to new premises, agreed to be used in the operating environment described in the annexes to the invitation to tender, and enable integration into identified related solutions in order to form a whole that works from the end-user's point of view.
In more detail, the subject matter of the contract is presented and defined in the annexes to the invitation to tender. The system solution to be procured shall cover the requirements in accordance with the target status description (Annexes 3 and 4) and the requirements lists (Annex 1 to the invitation to tender, Functional requirements and Appendix 2 Supplementary requirements) so that the use of the solution can be flexibly expanded and the features can also be adapted during the system lifecycle to meet new or variable requirements.
The selection of tenders shall be based on the overall economic advantage in such a way that the price
weight is 70 points and the weight of quality is 30 points. (total 100 points)
