In the city of Herzberg, the Schwarze Elster is diked on both sides. The existing protection system has considerable deficits, the dimensions and structure of the existing flood protection dikes do not meet the requirements for flood protection systems. The trees present on the dikes increase the risk of failure and complicate security measures.
As part of the SE3p flood protection measure, the LfU Brandenburg is planning the construction of a functional and stable flood protection system in the Herzberg (Elster) urban area for a HQ100 protection goal. Due to the size of the overall project, it will be implemented in sub-projects.

Reinforcement and new construction of inner-city flood protection systems with high failure potential
- Left side: Kaxdorf road bridge (river km 35+055) to the upper edge of the development (river km 38+164)
- Right side: road bridge B 87 (river km 36+559) to above the weir (river km 37+584)
The subject of the present tender is the left-hand construction section BA1 upstream from the Elsterpark at the Herzberg weir to the upper edge of the development / allotment gardens in the sub-object TO1 from dike km 0-100 to 0-700. The plan is to upgrade the flood protection systems by inserting a sheet pile wall into the existing dike and creating a dike defense path. Trees are to be felled on the existing dike, including stumps to be cleared.
The subject of the present tender is also the left-hand section BA4 upstream from Clara-Zetkin-Straße to the connection to the Kaxdorfer Bridge in the sub-object TO1 from dike km 1+125 to 2+217. It is planned to upgrade the flood protection systems by removing the existing dike, creating the new dike cubature with a clay sealing membrane on the water side, inserting a sheet pile wall into the existing dike and creating a dike defence path as well as dike upstream and -departures. In addition, services for construction site equipment and landscape conservation measures are required. On the existing dike, trees are to be felled and stumps are to be cleared.
As part of the project "Flood protection Herzberg (Elster)", extensive construction activities are to be carried out to create flood protection in the area of TO1, BA1 and BA4. As part of the construction project, noise and vibration measurements during construction as well as photographic condition assessments of the adjacent buildings/structures are planned. These are to be carried out in accordance with the measurement concept presented in the bill of quantities. The bidder is recommended to visit the site before submitting the offer. The price request is accompanied by a bill of quantities (LV) prepared by the client. This LV is to be used as the basis for the offer. Side offers are not permitted. The enclosed plans essentially show the intended measuring points.
Measurement concept for noise and vibration measurements:
During the vibration-prone work, the noise and vibration pollution of selected buildings must be measured and recorded three-dimensionally at two measuring positions each. In the area of the allotment garden, only one measuring position can be assumed. If an early warning threshold to be defined is exceeded, those involved in the construction must be informed by SMS by means of an automatic warning system. If it is exceeded, the triggering machine must be switched off and replaced by a machine with less vibration. For the calculation, it can be assumed that an average of 8 buildings are to be measured simultaneously over a period of approx. 12 months. The unit prices to be entered in the LV shall also apply in the event that only some of the services are called up.
Photographic condition assessments
The condition of the construction area, including all buildings and structures, must be photographed and documented before construction begins. When inspecting the buildings, all visible damage and structural defects must be recorded and documented from the inside and outside (high-resolution digital images). A crack ruler must be used to document crack widths. Residents must be informed in advance about the inventory. The coordination of appointments with the residents is carried out on their own responsibility. Documentation must be prepared for each building and handed over together with the photos on a data carrier. The areas of the access roads must also be documented photographically.
