The task includes turnkey consultancy in connection with the renovation of Hørsholm Swimming Pool. The renovation primarily concerns the following works, which are also shown in the attached technical material:
- Repair of tiles on promenade decks, including removal of tiles, new casting/alignment of substrates and execution of new tiles.
- Repair of warm water basin support
- Repair of ventilation for women's changing rooms.
However, as specified in document 1.2 Service form for consultancy services, Appendix 8 to the General Consultant Agreement, a construction programme must initially be prepared in which the task is framed.

The tender for the turnkey consultant contract is carried out as a negotiated procedure in accordance with sections 61-66 of the Danish Public Procurement Act. No remuneration shall be paid to the tenderer for participation in negotiations. As a rule, one negotiation meeting is held per tenderer of an expected duration of 1.5 hours. The negotiation meeting will take place at The Contracting Entity, Hørsholm Municipality, Slotsmarken 13, 2970 Hørsholm. The contracting entity reserves the right to extend the negotiation process with one or more rounds of negotiations. All tenderers will be invited to all rounds of negotiations and the contracting entity does not want the negotiation to take place in several phases in order to limit the number of tenders to be negotiated. At the same time, after the last round of negotiations, tenderers will be invited to submit a final tender within a specified time limit.
Contracting entities reserve the right to award on the basis of the initial offer.

An economic operator is excluded from participation if the economic operator is covered by one of the mandatory grounds for exclusion set out in Sections 135(1)-(3) and 136(1)(1) to (4) of the Procurement Act.
An economic operator is also excluded if the economic operator is covered by one of the voluntary grounds for exclusion set out in Section 137(1)(1) to (2) of the Danish Procurement Act.
An economic operator cannot be excluded from participation if the economic operator provides sufficient evidence that the economic operator is reliable, even if the economic operator is subject to one or more of the exclusion grounds set out in §§ 135-137 of the Tender Act, in accordance with Section 138 (2) of the Tender Act. 1.
No contract may be awarded to the following undertakings, as set out in Annex I: Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine:
A. Russian citizens or natural or legal persons, entities or bodies established in Russia
B. legal persons, entities or bodies of which an entity referred to in point (a) of this paragraph directly or indirectly owns more than 50 %, or
C. natural or legal persons, entities or bodies acting on behalf of or at the direction of an entity referred to in point (a) or (b) of this paragraph;
Similarly, subcontractors or supporting entities covered by the above may not be used if the contribution of that operator is more than 10 % of the contract value.
