LAVES, Complete renovation of laboratory building - project management based on § 2 AHO issue 9

The Institute for Consumer Goods in Lüneburg (LAVES-Lower Saxony State Office for Consumer Protection and Food Safety) is to be comprehensively renovated. The building was built between 1984 and 1986 on an inner-city plot of land "Am Alten Eisenwerk 2A". The institute is designed as a four-storey building, has a complete basement and is equipped with a ventilation centre in the attic.

The rectangular cube can be seen as two parts of the building, which are connected to each other in the middle by corridors, staircase and elevator. The floor plans are designed as a three-level system with a central bundle consisting of storage, technical and sanitary rooms. The administration and laboratory rooms are located in the outer frets.

The project includes structural and fire protection renovations as well as comprehensive renovations in the technical building equipment, including laboratory technology.

The following essential measures must be mentioned for processing:

1. Renewal of all external windows and external doors as well as new construction of an external sun protection system,

2. Fire protection: installation of door and window systems as well as suspended ceilings with the required fire protection qualifications,

3. New construction of interior doors and windows, interior walls and their cladding, renewal of floor coverings as required,

4. Removal of pollutants such. B. in technical systems and existing flat roof construction (current knowledge),

5. if applicable, setting up office containers as an interim measure,

6. Interim measures, for example in the form of prov. Laboratory rooms, installation of air conditioning split devices and furnishing of prov. Office rooms (entrance hall).

It is planned to carry out the renovation measures during ongoing operations. For this, the building is divided into two construction phases. The laboratory building to the south represents the first construction phase; In preparation for the future, constructional interim measures will be provided in the future second construction phase, which should ensure the continuation of laboratory operations during the first construction phase. This means that construction will take place in one part of the building and office and laboratory work will continue in the other.

There are currently no plans to outsource some of the institute's activities, e.g. to container facilities or other external buildings.

The relocation management is provided by the user. Necessary interim structural measures must be taken into account in the planning and structural implementation. Investigations into pollutants have taken place; a comprehensive orientation register of pollutants has been drawn up.

The specialist planners responsible for the implementation have been commissioned and have just started with the implementation planning.

The current and future data exchange takes place with a digital platform (tpCDE) of the client for all project participants.

The costs of the measures are currently estimated at approx. EUR 34.5 million gross (KG 200-700).

The building has a gross floor area of approx. 10,500 m² to be renovated.

Start of renovation: summer 2024

Completion: Spring 2028

The service profile to be awarded consists of:

- Project level 3, areas of action A-E based on § 2 AHO Issue No. 9

- Project stages 4-5, areas of action A-E based on § 2 AHO No. 9 as an optional assignment by designating the client (if necessary in stages to be determined by the client);

- Special service "Familiarization with the project task" (on the basis of the approved HU construction) in project stage 3 based on § 2 AHO Heft Nr. 9

- Special service "commissioning management" in project stages 3 and 4 as an optional assignment by designating the client (if necessary in stages to be determined by the client);

The client currently assumes a range of services with average requirements.
