This consultation, carried out within the framework of the Orléans Métropole command group (coordinator), cities of Orléans, Chécy, Saint-Jean-de-Braye, Saran, Saint-Cyr-en-Val, Chanteau and the CCAS d'Orléans , aims at the purchase of products and services related to the Covid-19 health crisis and will give rise to a multi-beneficiary framework agreement with purchase orders, concluded without minimum amount, nor maximum amount per period, renewable, alloti . The companies occupying the first three positions of the final classification of offers at the consultation stage will be the beneficiaries of this framework agreement with purchase orders. Depending on their position in the final ranking of the tenders judged, each of the three holders will be informed of the execution of purchase orders according to the functioning of the multi-beneficiaries "in cascade" (cf. the RC and CCAP).

2) technical value criterion (25%):
- the technical quality of the products offered (comfort, resistance, ease of use, universality, guarantees, etc.) analyzed with regard to the samples and technical sheets provided;
- the human resources (market referent) and materials (vehicles for delivery, IT equipment, etc.) made available for the performance of the service analyzed with regard to the technical brief framework;
3) sustainable development criterion (5%): the sustainable development measures taken by sites which manufacture or store protective equipment; the sustainable development measures taken for the delivery of this equipment. This criterion will be analyzed with regard to the environmental memory framework.
Hydroalcoholic gel dispenser columnDetails of the criteria:
1) technical value criterion (50%):
- the quality of the proposed offer (product technicality, robustness, universality, storage space, fixing system, stability, anti-theft, guarantees, etc.) analyzed with regard to the technical sheets provided;
- the human resources (market referent) and material (vehicles for delivery, IT equipment, etc.) made available for the performance of the service, analyzed with regard to the technical brief;
3) sustainable development criterion (weighting 5%): the measures in terms of sustainable development taken by the sites that manufacture or store the dispensing columns for hydroalcoholic gel; the sustainable development measures taken for the delivery of these columns.
This criterion will be analyzed with regard to the environmental memory framework.
Premises decontamination servicesDetails of the criteria:
1) technical value criterion (50%) analyzed with regard to the technical brief framework:
- human resources (market referent, maintenance agents dedicated to the market, qualification of these agents);
- the equipment made available for the performance of the services (machines, vehicles, etc.);
- the procedures implemented for the decontamination of the premises;
- the methodology implemented for the control and monitoring of services;
3) sustainable development criterion (10% weighting): the measures in terms of sustainable development taken by the sites which store the products used in the context of decontamination services and the measures taken by companies when performing these services. This criterion will be analyzed with regard to the environmental memory framework
