Repository Konrad - Expert for earthing and lightning protection systems

Repository Schacht Konrad: Support of nuclear regulatory supervision as consulted expert according to § 20 AtG for earthing and lightning protection systems.

1) Subject of the award:

The Federal Office for Nuclear Waste Management (BfE) is responsible for the supervision of federal installations pursuant to § 9a (3) sentence 1 AtG and the Asse II mine pursuant to § 19 (5) AtG in accordance with § 23d sentence 1 No. 2 of the Atomic Energy Act , As nuclear regulatory authority, it is responsible, inter alia, for monitoring the repository Schacht Konrad under construction. The repository Schacht Konrad is being built by the Bundesgesellschaft für Endlagerung mbH (BGE) on the basis of the plan approval decision Konrad (PFB) from the year 2002. The PFB allows the construction and operation of the Konrad mine in Salzgitter as a facility for the disposal of solid or solidified radioactive waste with negligible heat generation. For the operation of Schacht Konrad as a conventional mine, the mining law requirements, which are monitored by the competent mining authorities of the country apply. In addition, the safety requirements of nuclear and radiation protection law, which are considered in the planning documents of the PFB and have been confirmed by the competent planning approval authority of the country with decree of the PFB - in part provided with ancillary provisions - have been confirmed as sufficient.

It is the task of the nuclear regulatory supervision of the BfE to monitor that the nuclear regulations and ancillary provisions of the PFB are adhered to by the BGE on the basis of the currently valid regulations.

The requirements for the earthing and lightning protection system are described in the approval documents. These were derived from the accident analysis of the planning approval procedure and the building and mining regulations as well as the technical regulations. Compliance with the requirements is ensured by the owner's obligation to carry out tests and acceptances. The content and scope of these examinations are specified in the secondary provisions of the planning approval decision Konrad.

The objective of the expert service to be provided is to assess the implementation plans submitted by the client with regard to compliance with the requirements stipulated by the licensing authority. Furthermore, established programs for the implementation of on-site quality assurance measures, functional and acceptance tests as well as programs for the commissioning of plant components, systems and components must be checked for accuracy and completeness.

2) Open procedure:

The award procedure is carried out in an open procedure (§15 VgV).

By submitting an offer, the bidders have to submit a concept for the project organization.
