The subject of the contract is the construction, reconstruction or expansion of construction structures of the public-private partnership formula (hereinafter also: “Project” or “Undertaking”) within the meaning of the Public Private Partnership Act of 19.12.2008 (Journal of Laws of 2020 item .711, hereinafter also: “Act about PPP”. The detailed scope of the order is set out in the OPiW and Annex 12 to the OPiW. The Contractor (hereinafter also: “Private Partner”) will implement a set of services including the design, building/redevelopment/expansion, financing and maintenance of infrastructure (DBFM formula) that will be intended for operation by State Archives during the period of the PPP Agreement.

The implementation of the objective is to take place through the use, verification and optimization of already made projects of buildings, concepts, PFU, design them, and financing the construction or redevelopment/expansion of existing buildings of the State Archives together with infrastructure and development site, followed by the order to provide Operation (Maintenance) services created within the framework of the Infrastructure Undertaking according to a specific distribution of tasks between the Private Partner and the Public Entity. In the PPP formula, Private Partner will implement a set of services including the design, building/redevelopment/expansion, financing and maintenance of infrastructure (DBFM formula) that will be intended for operation by State Archives during the period of the PPP Agreement. The project assumes the duration of the PPP Agreement for 28 or 29 years, depending on the type of investment, i.e. the period reflecting the accepted market standards, as well as the length of potential use of the infrastructure implemented and the accepted financing parameters of the Project. The planned duration of the investment stage from 3 to 4 years — depending on the type of investment building/reconstruction/expansion, the planned duration of the maintenance phase for 25 years from the commissioning of construction facilities. Within the framework of the Project, an undertaking involving the construction of new or reconstruction/ expansion of existing buildings in five Project Locations with a total estimated usable area of 28,021,37 m2 will be implemented.
