Bergen municipality, c/o the Agency for Sport, in collaboration with the Agency for Schools, would like to procure lifesaving training at sea.

In line with the competence objectives in physical education in secondary school and as a follow-up to the competence objectives in middle school, there is a need to strengthen training in self-rescue, lifesaving and first aid for students in secondary school.

The project includes a complete training programme for a total of approx. 3,000 students (9th year), divided among 24 schools. Implementation will take place in groups of +/- 30 students at a time. Tenderers will have the opportunity to merge groups from several schools if the number of students is lower than 30.

The aim of the project is to provide students with a theoretical and practical offer of outdoor training carried out at sea or on open water. The training will take place in Bergen municipality or surrounding areas.

The practical course will be supplemented with learning resources that schools can use for pre- and post-course work to develop the students' water literacy. Such learning resources can be digital.

The project can also help to develop the skills of school staff.

All teaching in schools is governed by § 10-11 of the Education Act, and it is the school staff who are responsible for teaching, even when personnel other than the school staff are teaching. This means that the assignment is seen as teaching support, and the school is responsible for the safety and professional development of the students. The tenderer is assumed to have specific professional competence in the topics listed above and therefore considered to be competent to provide training on behalf of the school.

The tenderer is expected to participate in the preparation of risk analysis related to the project.

The contractual relationship will be governed by an agreement with annexes attached to the tender documentation.
