Procurement of ATC Metro access control system and related services

The target of the procurement is the integration of a train traffic control system (ATC system) that enables the capacity and reliability of the Helsinki Metropolitan Area metro (Metro) into the existing operating environment and the services related to it, as well as the Metro capacity and reliability development project (METKA project).

The scope of the procurement includes changes that are considered economically viable to be implemented by the ATC system supplier and that allow for the semi-automatic operation of the M300 series with a frequency of 120 seconds or less (change from operational mode 1 to operational mode 2). The scope of the procurement will be specified during the negotiations, for example, with regard to the scope and functionality of the signalling system to be included in the ATC system, the equipping of the maintenance equipment, the degree of automation of turns, the remote monitoring system, the ATS system, the interlocking device, the digital model and the ATC system of the emergency control room.

Pääkaupunkiseudun Kaupunkiliikenne Oy, Länsimetro Oy and the City of Helsinki Transport (HKL) are the contracting entities of this procurement entity. The METKA project is a joint project of contracting entities.

The acquisition is part of metro's capacity and reliability development project (Metka project). The procurement includes planning, definition and development services, the delivery of an access control system and the service and maintenance services of an access control system. The content of the procurement is described in more detail in the procurement documents attached to the request to participate.

The successful implementation and implementation of the access control system is a critical reform for the smooth and reliable operation of the metro and a key means of ensuring the safety of the metro. The current access control system is at the end of its life cycle and its reliable service life is nearing its end. The aim of the change is to operate the metro significantly more efficiently than at present. The access control system to be procured must enable the frequency of metro services to be increased when it becomes topical when additional metro trains are purchased. The metro's access control system will thus also be renewed with a system that satisfies the capacity needs of the future, is cost-effective in terms of overall economy and offers a higher level of automation. This will ensure the ability of the metro system to meet a possible rapidly growing demand.

The access control system will be implemented for the entire metro system of the Helsinki metropolitan area. Currently, the metro is operated in Helsinki and Espoo, but in line with urban development, the metro system may in the future also expand to other municipalities in the Helsinki metropolitan area. The metro system (metro stations, tracks and equipment) is currently owned by the Helsinki City Transport Company (HKL) and Länsimetro Oy. HKL is also responsible for the operation of the metro on the basis of an agreement with the Helsinki Region Transport Authority (HSL). Pääkaupunkiseudun Kaupunkiliikenne Oy (Kaupunkiliikenne Oy) provides metro owners with comprehensive traffic, asset management, maintenance and repair services.

The procurement will be carried out as a procurement ring, in which the contracting party (contracting entities) are Kaupunkiliikenne Oy, HKL and Länsimetro Oy.

The contract covers the delivery of the access control system and the services required for it. In addition, the use of the system requires service and maintenance throughout the life cycle of the system, for which a separate agreement will be negotiated.

The aim is that the metro would operate with a new access control system throughout the metro system at the turn of the 2030s, after the deliveries of the M400 series metro trains. The purchase of M400 trains is not included in this procurement, but these trains will be equipped with the access control system that is the subject of the procurement.

The life cycle target of the access control system is approximately 30 years. This is a system-level objective, which means that the technical lifespan and availability of individual components of a system may have a shorter life cycle. Due to the long life-cycle objective, service contracts are to be awarded for an indefinite period of time.

The acquisition also includes options related to future expansions of the metro system. The exercise of options is at the sole discretion of the subscriber and their exercise requires future political decisions. The contents of the options are described in more detail in the procurement documents, and their content will be specified during the procurement process.
