Sarastia Oy requests your quote for construction supervision and coordination services according to the tender documents. Construction supervision and coordination services are procured for both new construction and renovation projects. The procurement includes the following sub-packages:
1. Construction management expert services
2. HVAC expert services
3. Electrotechnical expert services
4. Expert services for cleanliness management
5. Humidity control expert services
The tendering process is carried out in an open procedure, on the basis of which a minimum of three (3) and a maximum of five (5) contract suppliers with the highest scores in the comparison are selected for each sub-entity. The tenderer may offer for one or more sub-packages. Parallel offers are not allowed.
The selection criterion for competitive tendering is overall economic advantage, with the weight of the price being 100%. The minimum requirements for the quality of the objects of procurement allow comparisons only on price. In addition, lighter competitive tendering can be used to specify the requirements set in the invitation to tender for each client and assignment. The selection takes place in the order in which the bidders are scored. If several tenderers obtain the same number of points, the contracting entity draws lots for the tenderers selected for the framework agreement. The lottery is a method accepted by case law.
The contract is fixed-term for four (4) years. The contract period will enter into force at the earliest once the procurement decision has become final or the Market Court has granted an implementation permit for the agreement.
The period of notice for both parties and Sarastia's customer organisations committed to the acquisition is six (6) months, regardless of the fixed-term period.
Sarastia Oy's owner-customers who have committed to competitive tendering or registered as option customers are listed in Appendix one (1) to the draft agreement.
By its offer, the tenderer undertakes all the terms and conditions set out in the invitation to tender. The contracting entity shall have the right to verify the information provided by the tenderer in the tender documents prior to the conclusion of the contract decision. If the information provided is not correct, the offer will be rejected.
SUB-MODULE 1: Expert services in construction managementThe following expert services will be procured in the construction management expert services sub-package:
- Developer (e.g. project manager)
- Supervisor of civil works
The tasks of the developer are based on the RT10-11284 HJR18 task list (see appendix to the invitation to tender: RT Construction management tasks). The developer acts as a project manager and is responsible for achieving the project objectives and monitors quality, costs and schedule.
The duties of the supervisor of civil engineering works are based on the RT16-11121 list of tasks of ground supervision (see appendix to the invitation to tender: RT Construction supervision).
The supervisor of civil engineering works prepares a site-specific control plan, carries out reporting in accordance with the written control plan, participates in official reviews, weekly/contractor meetings and site meetings.
SUBPACKAGE 2: HVAC expert servicesThe following expert services will be procured as part of the HVAC expert services sub-package:
- HVAC specialist
HVAC experts supervise assignments based on the RT16-11123 task list (see appendix to the invitation to tender: RT Building services supervision tasks). In addition to the task list, HVAC supervisors are responsible for drawing up a site-specific control plan, reporting in accordance with a written control plan, and participating in official reviews, weekly/contractor meetings and site meetings.
SUBPACKAGE 3: Electrotechnical expert servicesIn the sub-package of electrotechnical expert services, the services of an electrotechnical expert are procured.
Electrotechnical experts supervise assignments based on the RT16-11123 task list (see appendix to the invitation to tender: RT Building services supervision tasks). In addition to the task list, supervisors of electrical works are responsible for drawing up a site-specific control plan, reporting in accordance with a written supervision plan, and participating in official reviews, weekly/contractor meetings and site meetings.
SUB-PACKAGE 4: Expert services in cleanliness managementIn the sub-package of expert services for cleanliness management, the services of a cleanliness management consultant are procured, which include the following tasks:
- Control and specification of the design of cleanliness class P1 in the contract documents and preparation of project-specific cleanliness management instructions (at the project design stage)
- Monitoring and controlling site cleanliness management with P1 measurements
- P1 monitoring and control of ventilation installation conditions and methods (including ventilation installations)
- P1 training for project-specific construction workers
- Measurement of surface dust accumulation on the inner surfaces of the ventilation ductwork
- P1 model room reviews in the functional test and reception phase
- Assessment of the purity level of P1 prior to the functional test and measurement of surface dust accumulation
- Assessment of pre-reception P1 purity level and measurement of surface dust accumulation
- Detection and monitoring of cleanliness management during final cleaning phases

- Sampling, analysis and reporting of samples
- Determining, instructing, supervising and approving the stage of delivery and the cleanliness level of the moving sites if necessary
- Participation in meetings and reviews
SUBPACKAGE 5: Expert services for moisture controlThe following expert services will be procured in the moisture control expert services sub-package:

The tasks of the humidity control coordinator are based on the tasks defined for the humidity control coordinator by the Kuivaketju10 operating model and the Tervetalo concept. The moisture control coordinator prepares the moisture control plan for the projects in cooperation with other consultants, familiarises the designers with the Kuivaketju10 methods and operating methods during the design phase, familiarises the implementers with the project's moisture control, and performs the necessary reporting to building supervision and the client of the final documentation.
SUB-PACKAGE 6: Security expert servicesIn the sub-package of safety expert services, the services of a safety coordinator are procured.
The safety coordinator takes care of the developer's occupational safety tasks. The tasks vary from project to project, but are based on the tasks defined in sections 5–9 of the Government Decree on the Safety of Construction Work (Government Decree on the Safety of Construction Work) of Government Decree 205/2009. The safety coordinator is able to reliably determine the reasons for measures concerning the safety and health of the building. They are able to draw up and implement safety documents, safety rules and procedures so that they meet the standards required by law.
