Since 2005, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been actively engaged in Libya, albeit with intermittent pauses due to the civil war. Given the precarious security situation in the region, GIZ coordinates its Libyan operations from Tunisia, maintaining a project implementation office in Tripoli.
The civil war erupted in Libya post the Arab Spring and the ousting of Muammar al-Gaddafi, the nation's longstanding leader. Despite international mediation efforts, conflict continues to define the country. Massive displacements have occurred, and successive administrations have struggled to fulfill expectations regarding nation-building, peace, and democratization. Political divisions persist, and the central government structures are plagued by inefficiency.
Operating under the auspices of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU), GIZ collaborates with local authorities to address various domains. This includes a focus on municipal development, decentralization, economic growth, employment, and healthcare.
GIZ extends advisory support to entities like the Libyan Ministry of Local Government, aiding in the process of state decentralization. The organization also conducts training for municipal administration personnel in areas like urban development, project management, and financial oversight. The ultimate goal is to enhance fundamental services such as waste management.
Another objective is to empower individuals to reap the benefits of a more robust private sector and improved training opportunities. Consequently, GIZ fosters the growth of micro-enterprises through entrepreneurial training and startup support. Additionally, vocational training is enhanced in sectors with high demand, thereby creating better employment prospects and income for numerous Libyans.
In addition, GIZ is working to enhance primary healthcare in the country by increasing the efficiency of healthcare institutions and providing professional development courses for healthcare staff.
In order to carry out its operations effectively, GIZ seeks a contractor proficient in providing comprehensive safety and security support services. This encompasses 24/7 risk management for international GIZ experts visiting Tripoli/Benghazi and selected municipalities in Libya. The services will encompass:
- Transport to and from airports in the GIZ Area of Operation (AO), with "meet and greet" assistance by an international security expert upon arrival and departure.
- Evaluation of hotels and accommodations in our areas of operation for initial visits, adhering to GIZ standards.
- Provision of vehicle support (both armored and softskin) with drivers.
- Deployment of international team leaders for each mission, organized in a split convoy.
- Implementation of a movement monitoring service, including an in-house tracking system and operations room support for both monitoring and emergency response.
- A standby Emergency Response Team, available 24/7, covering all areas of operation during missionary deployments and in constant communication with the mission protection team in our areas of operations in case of emergencies.
- Supply of bullet-proof vests, helmets, and radios for missionaries.
- Readiness for emergency situations and overland evacuation support (to Tunisia) for international GIZ staff, upon request.
- Inclusion of reporting in the daily service charge per mission day, encompassing security updates on a daily/weekly and/or situationally relevant basis pertaining to Libya and/or the GIZ areas of operations.
- Provision of security briefings and safety instructions for staff following a prior assessment of the relevant meeting venues.
