The procedure is conducted in the form of an open tender in accordance with Article 132 of the PPL. awarded in parts.

The subject of the contract is: a service of developing a technical expertise similar to a construction project for buildings administered by the ORDERING PARTY, divided into 2 (lots) parts of the contract.

A detailed description of the subject of the contract is specified in: Annexes No. 1, 10 and No. 11 to the SWZ, i.e.: Offer form, Description of the subject of the contract and Draft provisions of the contract.

The subject of the contract is: the service of developing a technical expertise similar to the construction project for buildings administered by the ORDERING PARTY, divided into 2 (parts) parts of the contract, i.e.:

Part I of the order – Development of technical expertise similar to the construction project for building No. 1 in the military complex K-4742 at 3/5 Krajewskiego Street in Warsaw. The expertise shall include:

- structure (together with the wooden structure of the roof truss);

- ventilation (adaptation to the use of a given room);

- dampness and fungus (mycological expertise);

- use of individual rooms for their intended purpose;

- the condition of the electrical installation (negative test results);

- fire safety (in the light of current regulations).

A detailed description of the subject of the contract is specified in: Annexes No. 1, 10 and No. 11 to the SWZ, i.e.: Offer form, Description of the subject of the contract and Draft provisions of the contract.

The CONTRACTING ENTITY allows for the submission of partial bids, each of which will be evaluated by the ORDERING Party separately, according to the rules described in the SWZ. The order was divided into parts, in accordance with the description contained in Annex 1 to the SWZ. Each of the CONTRACTORS may submit a bid for any selected part(s). It is required to submit an offer for all required assortment items within a given part.

[On-site inspection requirements]

Due to the specificity of the subject of the contract, the CONTRACTING AUTHORITY requires the submission of an offer after the CONTRACTOR has completed an on-site inspection.

Remark! The CONTRACTING AUTHORITY shall reject the CONTRACTOR's bid if: [...] "was submitted without an on-site visit or without checking the documents necessary for the performance of the contract available on site from the CONTRACTING AUTHORITY, if the CONTRACTING AUTHORITY required it in the procurement documents".

The on-site inspection may be carried out on working days from Monday to Friday from 8.00 a.m. to 2.00 p.m. The on-site inspection may be attended by CONTRACTORS or authorized employees of the CONTRACTOR. Before the on-site visit, the CONTRACTOR should send the list of participants to the CONTRACTING AUTHORITY within 2 days before the planned on-site inspection. The CONTRACTING ENTITY shall confirm the possibility of conducting an on-site inspection within the requested time limit in writing to the e-mail address indicated by the CONTRACTOR.

Rules for admission to the military complex:

Entrance to the complex K-0044 or K-0009 will be through the Pass Office, where CONTRACTORS will receive passes marked "GUEST";

CONTRACTORS should have with them:

-identity card;

- security clearance to the minimum clause "RESTRICTED",

- training in the protection of classified information.

Part II of the order – Development of technical expertise similar to the construction project for building No. 5 in the military complex K-0009 at 13 Dymińska Street in Warsaw. The expertise includes the southern façade, storm water drainage system, roof truss.
