This tender procedure relates to the European Public tender for landscaping for NHL Stenden University of Applied Sciences, also on behalf of NHL Stenden Hospitality Group B.V. and Beheersorganisatie Kenniscampus Leeuwarden B.V. (hereinafter referred to as NHL Stenden). Clients act together in this tender because of their intensive cooperation. The assignment to be awarded has a great interdependence because areas of clients merge into each other. Because the Client attaches great importance to sustainability and is looking for a partner who has embedded circularity in its organization, the Client uses the RIC method (Rapid Impact Contracting) for this tender. Where a solution is selected in a traditional tender, a partner is selected in the RIC method. The aim of this European public tender is to select and contract a single tenderer to realise the scope and ambitions.
The purpose of this European public tender is to select and contract a single Tenderer to realise the scope and ambitions described in this document for the next 48 months, with an extension option of twice 24 months (48 months), in total including the initial fixed term of up to 96 months. The agreement to be concluded has an effective date of 1-11-2023.
The contracting authority uses the Rapid Impact Contracting (RIC) methodology for this tender.
The eight steps of RIC
1. RIC Entry Phase: in this step, the Programme of Ambitions (hereinafter: PvA) is formulated. This PvA lands in the question.
2. RIC Rapid Procurement Phase: this step concerns the Tender Period in which the parties prepare and submit their Tender.
3. RIC Commitment contract: this is the model agreement that underlies the RIC Workout Phase and Touchdown Phase after award (steps 4 and 5).
4. RIC Workout Phase: in this step, the Client and the Contractor will work together on the elaboration of the solution, whereby the request and the winning offer serve as a basis.
5. RIC Touchdown Phase: in this step, the design (solutions) is recorded in an agreement the RIC MAP (Mutual Agreement Paper), this MAP is the roadmap for the further period.
6. RIC Realisation Phase: in this step, the Contractor gets to work on the solution worked out by the parties.
7. RIC Performance Phase: in this step, the Client takes the solution into use.
8. RIC Back-to-base Phase: the final step involves recovering any production equipment and machinery, or its parts or raw materials to give them a chance for a new life.
Tenderers should be aware that the Contracting Authority expects to enter into a partnership in which there remains room for commonly agreed improvements.
What is currently going on within NHL Stenden in the field of landscaping?
The current situation with regard to the provision of services now consists of at least:
1. The supply and care of interior plants and, where necessary, planters;
2. The maintenance and management of sites around the locations of NHL Stenden;
3. Advising, developing, designing and constructing the indoor and outdoor spaces;
4. Maintaining plant walls and plant balconies outside and inside including associated installations;
5. Supplying and Christmas trees.
Plafondbedrag
For the execution of the services by the contractor, a ceiling budget of € 200,000 excluding VAT per year has been set. The costs for smoothness control are not included in this, as well as non-annual maintenance and separate agreements are made. Tenderers are expected to perform the Contract within this budget.
