this contract covers the provision of project management services, project management assistance and similar services as part of the HORUS program to overhaul the CRPN information system (Phase 1 - Employer functions). The description of the expected services and the technical specifications of the contract are specified in the Special Technical Clauses (Cctp)

The incumbent will be responsible for the operational management of the project. It will aim to guarantee the success of the project and to control the scope of the project, the key milestones identified, the budget of the operation. He will exercise his advisory role to the CRPN until the completion of his mission

the Incumbent will be the guarantor of the smooth running of the project in accordance with the schedule, and the coordination of the actors and the works

The incumbent is responsible for the functional design of the solution, both for the implementation of phase 1 but also to prepare the implementation of the following phases. It will build on the results of studies already conducted by the CRPN to frame the functional scope of Phase 1

the incumbent is in charge of the control of the project, his main mission is the realization of the application, in collaboration with all the actors of the project. It will rely on the technical choices made from phase 0 to build the framework for implementing the application in phase 1 of the project, while laying the foundations for the full implementation of the program. It also includes a complete technical architecture component, from design to platform outsourcing.

The incumbent has the mission to: - succeed in the insertion of the solution within the business organization and its users, - collaborate with all the actors of the project, - support the Business MOA in the handling of the solution, - exercise an obligation of advice inherent to this type of project

The incumbent is in charge of the following missions: - Master the quality of software deliverables (Reliability, Maintainability, Performance)- Check compliance with the state of the art of IT developments- Collaborate with all project stakeholders- Support the CIO MOE in the handling of Software Quality- Ensure compliance with the requirements of the CNIL- Exercise an obligation of advice inherent to this type of project
