The purpose of this contract is to produce, on behalf of CADES, an annual report on the allocation and performance of funds raised through CADES social bond issues.
It consists of three lots: Lot 1: Audit of the allocation of funds; Lot 2: Analysis of eligible social expenditure linked to social emissions, including a perspective on quality and efficiency; Lot 3: Design (mock-up) and editing of the allocation and performance report in its English and French versions, this lot also includes the translation of the report from French to English
Audit of fund allocationThe Audit focuses on the proper allocation of funds raised to eligible social expenditure. The services of Lot 1 are carried out in such a way that the services of the contract (Lots 1, 2 and 3) are completed by the end of the second quarter
Analysis of eligible social expenditure backed by social emissionsThe service provider selected for this second lot produces an analysis putting into perspective the eligible social expenditure, with regard to the policies pursued by France and its ambitions in the social field. The work is based in particular on the performance indicators selected in connection with CADES, which make it possible to illustrate the general functioning of eligible social expenditure. It relies in particular on national sources (e.g. the Social Security Policy Evaluation Report (Repss)) and international sources (e.g. OECD data). The services of Lot 2 are carried out in such a way that the contract services (Lots 1, 2 and 3) are completed before the end of the second quarter
Design (mock-up) and editing of the allocation and performance report in its English and French versions, this lot also including the translation of the report from French to EnglishIn addition to the content produced by the service providers responsible for auditing and analysing social expenditure, the allocation and performance report are supplemented by background and general presentation elements prepared by CADES. On this basis, the service provider selected for this third batch proceeds to the publication of the final document, in accordance with the graphic charter of Cades.The expected services are:
- Mock-up (editorial and graphic design, including the development of visuals), for the French and English versions of the report.
- Translation of the report from French to English
- Technical production and proofreading of professional quality. Proofreading by CADES and the Social Obligations Committee may result in corrections and modifications to the document.
The allocation and performance report is intended to be published each year on the CADES website by the end of June at the latest in French and English
