The objective of the procurement is to enter into a Framework Agreement with a service provider for the right to purchase fittings, furniture and office furnishing for all of Lånekassen's [the Norwegian State Educational Loan Fund's] premises. The procurement will particularly comprise the purchase of furniture, office furnishing and loose fittings for new premises in Oslo and Trondheim in connection with moving in in respectively February 2020 and April 2020. The contract will also cover the ongoing need for furniture for all of the Norwegian State Educational Loan Fund's premises during the contract period.

The Norwegian State Educational Loan Fund has prepared a general concept for the furnishings in the new premises at Helsfyr, see Annex 2 — the Norwegian State Educational Loan Fund's concept. Tenderers who best meet the Norwegian State Educational Loan Fund's concept will be rewarded. The Norwegian State Education Loan Fund places emphasis on furniture and fittings of good quality, specific design and user-friendliness.

The anticipated combined value of the procurement is 20 000 000 NOK excluding VAT. The figures are based on the estimated need for furniture, etc. In relation to moving into the new premises, as well as consumption during recent years. However, the scope will depend on budget coverage, and is therefore not binding for the Norwegian State Educational Loan Fund. The Norwegian State Educational Loan Fund also notes there will occasionally be multiple call-offs of high value, while in other periods there will be significantly fewer call-offs.
