The subject of the procurement procedure is the conclusion of a framework agreement for the procurement of specialist procedures for the comprehensive treatment of the social and youth sector subject areas with a focus on SGB II, SGB VIII, SGB IX, SGB XII, AsylbLG and child and youth welfare.

The client would like to have a cooperation agreement for social security solutions from which Komm.one AöR can call up services for its customers (members of the municipal special purpose association 4IT, which currently consists of around 1,100 member municipalities from Baden-Württemberg) according to their needs.

The contractor also enables the client to provide advice, support and project work at a high quality level.

Komm.one AoER customers are free to choose whether they would like to purchase the software of the framework contract partner from Komm.one AoER after the conclusion of the advertised framework agreement.

The cooperation agreement has a duration of 8 years from the conclusion of the contract, taking into account the time required for the qualification of Komm.one consultants and the terms for the upcoming changeover projects, in order to grant the client's members planning security for at least the usual 5 years.

The client places particular emphasis on a partnership agreement that is suitable for both sides. All essential software requirements are described in the procurement documents.

Starting position:

Komm.one AoER provides its customers with software solutions for the entire social and youth welfare system. This includes in particular the areas of SGB II (basic security for jobseekers), SGB VIII (child and youth welfare - KJHG), the Advance Maintenance Act (UHVorschG) and the Advictorships and Caregivers, SGB IX (Rehabilitation and Participation of Disabled Persons), SGB XII (Social Assistance) and the Asylum Seekers Act (Social Assistance) both for the granting of benefits as well as for support, advice and case management).

The services are offered both as an on-premise solution and as software as a service. In addition to the provision of licenses, the service package includes a cloud service as well as comprehensive implementation, training and support services.

To fulfil these tasks, Komm.one AoER needs a cooperation partner who provides and further develops the necessary specialist applications and supports Komm.one AöR both in implementation and training projects as well as in sales efforts. The cooperation agreement is intended to enable Komm.one AöR to be able to serve current and future customers with specialist procedures for social security as well as supplementary services.

Komm.one AöR currently supports social security solutions for 24 municipalities in Baden-Württemberg. On the basis of a cooperation agreement from 2005, one has so far been purchasing the software solutions of PROSOZ Herten GmbH for this purpose, namely OPEN/PROSOZ, OPEN/webFM, PROSOZ KRISTALL and PROSOZ 14plus. Benefits under the Housing Benefits Act are not covered by this agreement.
