On the basis of the Integrated Action Concept (InHK) Erkelenz Mitte, the transformation of the market is concretized. This requires the further development of the current concept.

Taking into account the previous planning results and the analysis results of citizen participation, the improvement of the quality of stay, the barrier-free design of public roads, paths and squares, the strengthening of the special character of the individual inner city squares, the greening and unsealing of the market with regard to climatic and ecological aspects, the creation of safe and attractive foot/cycle path connections, the reorganization of stationary traffic and the promotion of the shopping experience, etc.

Within the framework of a negotiated procedure with an upstream participation competition (two-stage procedure), a technically suitable, efficient and reliable architectural/engineering office with experience in the implementation of comparable projects is sought.

The surcharge should initially be made for work phases 4-6. The service phases 1-3 have already been awarded. Those applicants who are selected for the 2nd stage (invitation to the presentation / indicative offer) will receive the planning documents for the service phases 1-3 with the invitation to the presentation and further offer preparation.

The client intends to commission the contractor additionally - without a new call for tenders - for the service phases 7-9 individually or as a whole as well as for the local construction supervision and management coordination.

The separate assignment shall be made in writing if other bodies to be involved approve this, in particular if the financing is secured and other reasons do not preclude a transfer of the further services.

The Integrated Action Concept Erkelenz-Mitte, which was adopted on 25.09.2019 by the Council of the City of Erkelenz as a "red thread" for the future inner city development, an action plan for the Integrated Action Concept, in which the concrete individual measures are listed and located, as well as an implementation plan and an overview site plan serve as the basis of this call for tenders and are attached to the procurement documents.
