Tender for contract regarding website on rent register

The tender concerns the development of a website as well as operation, maintenance and support of the system as well as possible further development during the term of the contract.

The website will become a centralized system for:

• Complaints

• Municipal case management

• Notification of decisions

• Publication of decisions and rent levels

•Data collection

The system reflects the new requirements for the system in the housing agreement. In addition, the new system will be able to support the Rent Boards' case processing if the municipalities choose this part.

The new huslejenævnsdatabase:

• Will become more accessible and user-friendly for tenants and landlords

• Will streamline citizens' reporting of cases and ease the administrative burden for the municipalities' rent board secretariats

• Will make decisions more visible to the public

The contract has a duration of 5 years with the possibility of extending twice in one year. In connection with the conclusion of the contract, a data processing agreement must be concluded.

In all municipalities, a Rent Board and a Residents' Complaints Board have been set up, which deal with rent and tenant complaints board cases. The boards are required to report information about appealed and decided rent and tenant complaints board cases via the website huslejenaevn.dk. Approximately 6,000-7,000 cases are reported annually. These reports are used by the Danish Social and Housing Authority for analysis of the private and social housing rental market. Decisions that major rent boards find in principle are published in anonymized form on the site (website huslejenaevn.dk).

As a result of the political agreement of 30 January 2020 between the government (Social Democrats), the Danish People's Party, the Socialist People's Party, the Red-Green Alliance and The Alternative, it has been decided that the possibility of establishing a rent register to increase transparency in rent levels will be investigated. In addition, the possibility of all decisions of the country's rent boards being published in anonymised form on the site must be investigated.

Due to the shutdown of the solution at the existing supplier after 10 years of operation, a temporary solution of the site went live on April 5, 2022. With the new need of the political agreement for the system, and because the interim solution cannot be supported in the long term, a new permanent solution must be developed.

This call for tenders concerns the development of a new website to replace the previous and outdated website. The new website will primarily contain:

- A citizens' portal where individuals and companies can file complaints and where process steps such as gathering party information, submitting documents, signing powers of attorney and affidavits, and paying fees can be carried out.

- A case management module in which the complaints of the citizens can be dealt with by the rent and tenant complaints boards where the municipalities have decided to use the system.

- Possibility for municipal employees to report on appealed and decided rent and tenant complaints board cases, in anonymised form, via two of the System's modules, depending on whether the municipalities in question use the system's case management module.

- A private API that municipalities can use to report if the municipalities already have their own Case Management System. Furthermore, the website must contain a public API, where it will be possible to extract data to, among other things. The Property Data Report (ex. DIADEM), the customer, and the public.

- A rent register and a decision register with a search function, to make it easier to find rent levels and cases based on selected criteria.

- A control panel in which, among other things, 1st level support inquiries can be handled by the customer and edit various information in the website.

In addition to the development of the website, the offer includes operation, maintenance and support of the website as well as possible further development during the term of the contract.
