Helse Midt-Norge RHF (HMN) has been given the task of carrying out a regional project in order to procure a new joint system for the patient administrative system and an electronic patient journal (PAS/EPJ) for the entire region. HMN invites tenderers to a restricted tender competition in accordance with the Public Procurement Regulations part III for a framework agreement for various project consultancy services for the implementation of this procurement — the procurement programme PAS/EPJ. The aim of the procurement is to obtain the necessary project consultancy competence and capacity to assist HMN in the procurement programme, as well as in the implementation phase. There will be call-offs for services as and when they are needed.
Assistance is wanted from a consultancy milieu that over time will be able to fill the requested functions in the concrete procurement programme. The core days with physical presence in the programme's premises in Stjørdal for hired consultants will be at least three days a week in the programme period. More can be requested for periods of time.
The service provider shall offer a service team that can cover the roles and competence elements in the matrix in point 5.4 in the attached qualification documentation, which will be further specified in the tender documentation.
The roles that are to be covered are: Project Manager in the programme office, General Project Managers within different parts of the programme, Quality Consultatn, Economist, Procurement Consultant and Junior Consultant.
