The subject of the contract is to provide banking services to the budget of the City of Tychy and organizational units of the commune in the years 2020-2024. The list of organizational units for which the service will be provided is attached as Annex 1b to the ToR. The Purchaser reserves the right to change the number of units as a result of any organizational changes. In the event of establishing new organizational units, their banking services will be conducted on terms consistent with this ToR and the contract concluded.
For the proper performance of the subject of the contract, the Contractor must have a bank branch in the City of Tychy. The facility will be open throughout the entire duration of the contract, i.e. from the signing of the contract, not earlier than from 01/01/2020 to 31/12/2024.

The scope of the contract includes in particular:
1. Opening and maintaining bank accounts.
2. Support for mass payment identification system.
3. Cash service.
4. Implementation of transfer orders.
5. Providing access to electronic banking.
6. Issuing and handling payment cards.
7. Provision and service of payment terminals.
8. Overdraft facility.
9. Placing free funds.

II. The Purchaser reserves the contractor's personal performance of key parts of the contract indicated in Annex 1a to the ToR. The contracting authority allows subcontracting of the contract to be carried out in the following areas:
a) activities related to the training of employees operating the Employer's electronic banking system and the City's organizational units
b) cash convoy.
III. The contractor is obliged to indicate in the offer the parts of the contract which it intends to entrust to Subcontractors, together with their companies.
IV. Employer pursuant to art. 29 paragraph 3a of the PPL Act requires employment by the Contractor or Subcontractor on the basis of an employment contract of persons who will perform banking services directly in the scope of the contract. It is required that employment contracts were concluded at least for the duration of the subject of the contract. The method of documenting the employment of persons and the Employer's rights in controlling the compliance by the Contractor with the requirements referred to in art. 29 paragraph 3a, as well as sanctions for non-compliance with these requirements are specified in the material terms of the contract.
