The Helsinki Region Transport Municipal Corporation (HSL) will ask for your offer to the framework arrangement under this invitation to tender.
The procurement will compete and select suppliers for the framework scheme in different areas to implement the Service, such as Equipment Installations, Installation Inspection and Troubleshooding.
When installing equipment, the provider removes the old Equipment in order or on assignment as fit.
Troubleshogging may include wiring checks, possible on-site installation environment (cabling, coupling etc.) or device configurations, or notification of equipment failures to the operator or other designated location.
Repairs to the installation environment may include, e.g., other repairs to electricity supply or telecommunications cabling or installation environment. Device configurations may include modifications to the configuration of all computer technology and communications equipment in the vehicle, e.g. through configuration instructions and files. Troubleshogging does not include Repair or Replacement of Equipment, which is done by either Equipment or Installation Suppliers.
Procurement aspects
The acquisition of HSL is divided into three subdivisions:
Subdivision A: Installations
Equipment Service (in this subdivision Installation and configuration of equipment)
Subdivision B: Installation inspection
Equipment Service (in this subdivision Inspection of Equipment Installations)
Subdivision C: Troubleshoot
Equipment Service (in this subdivision, troubleshogging and, if possible, repair of the installation environment).
In addition, the acquisition includes the option Subdivision D: Option, installations of SM5 trains, the acquisition of which the object, requirement specification and pricing and the terms of the contract are described in the quotation documents for Subdivision D.
The Framework Agreement shall enter into force on its signature and is in force in Subdivisions A, B and C for eight (8) years and Subdivision D for two (2) years.

Subdivision A: InstallationsSubdivision A: Installations
Installations of information technology and communications equipment are carried out on the basis of the Subscriber's order or order agreement. After installation, the installed device works for its intended purpose.
Where the request for service includes, e.g. installation, testing and deployment of the router, the service shall include the preparation of the installation site agreed in the contract of assignment, including the purchase and installation of any mounting equipment necessary for fixing the router, possible acquisition and installation of communications and electricity supply cables, router installation, configuration, testing and commissioning.
Where the request for service includes, e.g. installation, testing and commissioning of a reader device, the service shall include the preparation of the installation site agreed in the contract of assignment, including the purchase and installation of pipes necessary for fixing the reader device, the necessary communications and purchase and installation of electricity supply cables, installation of reader device, possible configuration, testing and deployment.
N.B. The mandate shall agree on the procurement and pricing of supplies such as pipes, mounting supplies and cables needed for installations. The subscriber reimburses the cost of the supplies, but the supplier will acquire them and modify them as needed as part of the implementation of the order agreement.
Persons carrying out installation and amortization of information technology and communications equipment shall have the permits required by the owner of the equipment.
On the basis of the Installation Framework Agreement, Subscriber orders Services from the Supplier through Delivery Agreements.
Installations are mostly carried out between 7am and 5pm on weekdays, but the Subscriber reserves the right to order a significant amount of work outside normal working hours.
Among the qualifying offers of the tender offer, the Subscriber selects at least two (2) Tenders for Section A Installations based on comparison. The maximum number of Bidders selected for Subdivision A is determined by the Subscriber based on the number of installers indicated by Bidders in competition, but the maximum number of Bidders anticipated by the Subscriber is five (5). The goal of the subscriber is to select a sufficient number of vendors so that all installations can be done on a schedule consistent with Subscriber's objectives.

Subdivision B: Installation inspectionThe provider inspects the functionality, compliance and quality of Sub-section A installations. If defects are detected in the installations, the identified shortcomings are reported to the subscriber, as well as to the installation facility for warranty repair. After the warranty repair of the installation, the provider conducts a new inspection.
Among the qualifying offers on the basis of the tender offer, the Subscriber selects sub-section B Installation inspection at least two (2) Tenders. The maximum number of Bidders to be selected for Subdivision B is decided by the Subscriber, for example, on the basis of the number of installation inspectors indicated by Bidders for the top Tenders, but the maximum number of Bidders anticipated by the Subscriber is five (5). The goal of the subscriber is to select a sufficient number of vendors so that all inspection of installations can be carried out on a schedule consistent with the Subscriber's objectives.

Subdivision C: TroubleshootTroubleshoating information technology and communications equipment is carried out on the basis of the Subscriber's request for service. After troubleshoea, the cause of the defect has been established and the necessary correction proposals are recorded if the fault is in the vehicle equipment. If there is a failure in the installation environment (cabling, coupling, etc.) The bidder fixes the bug. The Provider does not repair, install or remove Devices.
Inventory management cabinets located in depots maintain an automatic equipment inventory. The Subscriber and/or Subscriber Subcontractor creates the Vendor Troubleshooders identifiers to enable the Vendor Troubleshoaster to log into the Inventory Management Cabinet if necessary and will be able to utilize the Inventory Management Cabinet to perform its tasks. Data protection matters relating to the processing of personal data are defined in the Framework Agreement.
Among the qualifying offers on the basis of the tender offer, the Subscriber chooses Subsection C Analysis of at least two (2) Bidders, and the maximum number of Bidders anticipated by the Subscriber is five (5).

Subdivision D: Option, SM5 train installationsThe acquisition includes the option Subdivision D: Option, installations of SM5 trains, the purchase of which the object, requirement specification and pricing and the terms of the contract and the terms of the contract are described in the quotation documents for Subdivision D.
