The purpose of this contract is to produce, on behalf of CADES, an annual report on the allocation and performance of funds raised through CADES social bond issues.

It includes three lots:

— Batch 1: carrying out an audit of the allocation of funds;

— lot 2: analysis of social expenditure backed by social emissions, including a perspective on quality and efficiency;

— Lot 3: design (mocking), editing and translation of the Allocation and Performance Report (in the English and French versions, this batch also includes the translation of the report into English).

The audit concerns the proper allocation of funds raised to eligible social expenditure. The services of Lot 1 are carried out for 15.9.2021. For the next two years, the claimant performs the benefits in such a way that the contract benefits (lots 1, 2 and 3) are completed by the end of the second quarter.

The contractor selected for this second batch produces an analysis of eligible social expenditure in perspective, in the light of France's policies and its ambitions in the social field. The work is based in particular on the performance indicators adopted in connection with CADES, which illustrate the general functioning of eligible social expenditure. The services of Lot 2 are carried out by 31.10.2021. For the next two years, the claimant performs the benefits in such a way that the market benefits (lots 1, 2 and 3) are completed before the end of the second quarter.

The expected services are:

— moquetting (editorial and graphic design, including drawing up visuals), for the French and English versions of the report,

— translation of the report from French to English (or if necessary from English to French)

— professional quality technical realization and proofreading.

The purpose of the Allocation and Performance Report is to be published annually on the CADES website by the end of November in English and French for the first year and in the second quarter for the following two years.
