The flood events on the Black Elster in 2010, 2011 and 2013 clearly demonstrated the deficits in flood protection in the area of the state of Saxony-Anhalt. In addition to extensive measures in the foreland to restore an efficient flood drainage profile, extensive dike renovations are also required to protect the local situation. With the elaboration of the flood protection concept, the prioritization of the sequence of the necessary remedial measures took place. As a continuation of the implementation of the flood protection concept, the LHW now intends to award planning services for a DIN-compatible renovation of the Schweinitz city dike.

The basic goal is a project that is ready for implementation and can be approved for a DIN-compliant dyke renovation, for the renovation of the inlet and outlet structures of the pumping station, the pumping station building, the pumping station lines, the switchgear including remote data transmission and monitoring, as well as the renewal of the platform construction.

To achieve the aforementioned objective, the planning services listed below are to be provided by the contractor.

The total construction costs are estimated at EUR 984 332.00 net.

Orders are placed in two stages. Initially, the client orders performance level 1 (LS1) for the following planning services. The assignment of performance level 2 (LS2) is optional.

(1) Project planning for engineering structures, all basic services and special services LS 1 (Lph. 3 -4) and LS 2 (Lph. 5-7) in accordance with Section 3 HOAI 2013 § 43 i. V. m. Appendix 12,

(2) Specialist planning for structural engineering, all basic services LS 1 (Lph. 1-4) and LS 2 (Lph. 5- 6) in accordance with Section 4/1 HOAI 2013 § 51 i. V. m. Annex 14, Siel and pumping station,

(3) Project planning technical equipment, all basic services LS 1 (Lph. 1-4) and LS 2 (Lph. 5-7) according to section 4/2 HOAI 2013 § 55 i. V. m. Appendix 15,

(4) Land use plan, landscape maintenance plan, all basic services as well as special services (including faunistic mapping, FFH / SPA compatibility assessment, contribution to species protection, scoping appointment, preparation of forest conversion documents) LS 1 (Lph. 1-4) according to Section 2 HOAI 2013 § 26 i . V. m. Appendix 7,

(5) Object planning for outdoor system planning, all basic services and special services LS 2 (phases 5-7) in accordance with Section 2 HOAI 201 3 § 39 i. V. m. Annex 11 (A + E measures):

- further consulting services acc. HOAI: LS 1 advisory services geotechnical engineering, building surveying acc. Annex 1 point 1.4.7 HOAI 2013 basic services for the Lph. 1 to 5;

- Other freelance services for quality assurance, creation of digital dyke book / data container, coordination and contracting tasks.
